After reading the chapter my question was: Why is ADD not served under IDEA? I found an article that answers the question. In an article by David Rabiner, PhD. Titled: Educational Rights for Children with ADHD/ADD, students may be eligible under IDEA’s part B
“This would apply when a child’s ADHD/ADD is determined to be a “chronic or acute health problem which adversely affects educational performance.” When this condition is true – as it will be for many children with ADHD/ADD – the child can be classified as “Other Health Impaired” (OHI), and the school must develop an Individual Education Plan (IEP) that is designed to meet the child’s unique educational needs.” (Rabiner, 2006).
So, in effect children with ADHD, ADD is no longer an appropriate term according to the article, children with ADHD may qualify under the OHI label and be served with an IEP or a Section 504 plan. Section 504 is part of the 1974 Rehabilitation Act and was the first special education law put in to place. P.L. 94-142.

Claire, I had the same question, but I put it a little differently. My question was what is the difference between an IEP plan and a 504 plan. Your post clarifies some of this for me. I found this out when I was researching my question. The rehabilitation Act is a civil rights act.
