GOV 678 Crisis Disaster Consequence Management Discussion Post 6: Resiliency & Preparedness
Prepare one post addressing the following questions. Responses should be 500 to 750 words (+/- 10%). Ensure all references are cited. Use 250 to 300 words per item as your rule of thumb.
Jesus told us that before His return, we will experience wars and rumors of wars, famines, earthquakes, plagues, terrifying sights, and great signs from heaven (Matthew 24:6-13; Luke 21:7-18). Nowhere is immune to the risk and reality of disaster or crisis. Therefore, we must anticipate disasters and crises until Jesus’ return. Every jurisdiction, community, family, and individual must be prepared for what is yet to come.
1) Considering this reality, what actions must government (federal, state, local, and tribal) take to prepare for disaster? What considerations must be weighed when deciding where to invest taxpayer funds and government personnel time to prepare communities for the next catastrophic event? What should our priorities be to close the policy gaps, increase our resilience to disaster and provide for more effective disaster consequence management?
2) One of the most destructive natural disasters is a tornado. We have seen whole towns leveled by them with little warning and occurrences in places not accustomed to this threat. What can and should communities invest in to mitigate the damage and potential loss of life, or should we avoid the expense and take the risk knowing the probability is low?
3) We know that the cost of recovery from natural and man-made disasters is increasing. What do you think our budgetary philosophy should be regarding preparation for the next major event? Should we attempt to budget ahead at the federal, state, and local levels in anticipation, or share the costs post-event through “rainy day” funds, or use deficit spending resolutions as done for Hurricane Ian (September 2022)? Why? Are we prepared as a nation for the disasters ahead?
4) What is the role of the individual in disaster preparedness? How can we better educate individuals on the personal responsibilities for insurance, preparedness, and safety?
5) With renewed emphasis on disaster mitigation measures, what do you think the future will hold for disaster response and recovery costs in the US? Should US taxpayers who choose to live in areas prone to few disasters continue to pay for recovery costs for those who choose to live in high-risk areas through federal and state taxes?
