I believe it is extremely important for users of a system to have input into the requirements of a new or modified system. The users will be directly impacted by a new system and are required to work within this system. It’s important for a new system to be built with the users’ needs in mind. With guidance from users, this reduces the number of errors during implementation and prevents work stoppage.
Depending on the system being acquired, it would be important to involve to primary client (program office), our information technology department, and our finance departments if applicable. There will need to be an overall project manager and a team lead from each division. We will also need testers to help run the test scripts to review the various modules.
The advantages of open-source software are that they are cost-effective and that they are customizable. However, they require technical expertise but there is limited support from true experts as you have to rely on the community. To determine whether or not this is a viable option for my company would depend on the company’s needs and the priorities around support needs.
