INSTRUCTIONS ASSIGNMENT 3 Spring 2024 Version Jan 30, 2024 Disaster Risk Resilience and Adaptation UC-wide Online Course Environmental Economics (ENVECON 7) University of California Berkeley Assignment 3: Group project: “Learning from disasters” The group project has four sequential assignments, done in small teams, that together provide you an opportunity to apply concepts from the lectures and readings to a real place of your choosing. You will work in teams of 3 students. Your work will be principally online. The group project is divided in 4 parts and is worth 30 points. Select a case study (see list below). You can also propose a different case study for your instructors’ approval, assuming sufficient data are available for that site. Assignment 3 (Part 1): What happened? Write a short introduction to the case study area (geographic location, demographic information, watershed, etc.) and describe what happened in that flood disaster (e.g., atmospheric river, dam breach, earthquake, etc.). The Assignment 3 Part 1 paper, written by the team, should be 2-4pp, exclusive of figures and references. (Deadline: Tuesday 06 February) Assignment 3 (Part 2): Why did it happen? In this section analyze natural and social processes that led to the disaster and the effectiveness of risk reduction measures implemented during and after the event (emergency, recovery and mitigation measures). • • • Hazard analysis: (1) Explain the type(s) of hazard that affected your study area (e.g., flooding, earthquake, wildfire, epidemics, cyber-attack, etc.). Consider compound hazards such as earthquakes inducing dam failure, and intense rains on recently burned lands (“floods after fire”), which may be an issue for your study area. (2) Consider the likely effects of climate change on hydrometeorological hazards (if it’s the case) in your study area. (3) Describe the magnitude and frequency of this type of event: (a) was it a big event? and (b) are these types of events common in your study area? (frequency) summarize the history of this type of hazards affecting your study area in a timeline as well as narrative text. Exposure and vulnerability analysis: For a suitably sized subset of your study area, (1) document the process of urbanization, first using US Geological Survey topographic maps to demonstrate progressive urbanization in the 20th century, then more recent satellite imagery to document additional urbanization since about 2000, and (2) analyze issues related to vulnerability. Risk reduction measures: Provide a description of relevant risk reduction measures taken during the event emergency management measures- and after the event -recovery and mitigations measures. Mitigation measures can include structural measures taken to reduce risk (e.g., levees or dams in the case of floods), but also nonstructural measures (e.g., land use planning or risk communication). The Assignment 3 Part 2 paper, written by the team, should be 4pp, exclusive of figures and references. (Deadline: Tuesday 13 February) Assignment 3 (Part 3): What would you have done differently? Synthesize key lessons learned from this disaster and elaborate one recommendation to reduce flood risk analyzing potential challenges to implement it (financial, socioeconomic, political, etc.). Explain what governance and policy changes would be needed to implement these measures. The Assignment 3 (Part 3) paper, written by the team, should be 2pp, exclusive of figures and references. (Deadline: Tuesday 27 February) 1 Assignment 3 (Part 4): Synthesis (12 min video and short paper) Summarize your case study in a 12 min video and compile parts 1, 2 and 3 in a final paper. Building on the previous three assignments, comments received on your prior draft reports, and concepts covered in the lectures, prepare a report that synthesizes what happened in your study area, why did it happen and what would you have done differently to reduce risk in a more effective way. The paper should concisely summarize the key components of risk: hazard, exposure, vulnerability, as well as actions taken in your study area to manage this risk and your recommendation. Also record a 12 min video presentation summarizing your research. This final synthesis paper, written by the team, should be 10pp max, exclusive of figures and references.
