My Thoughts:Social equity is defined in your text as fairness in the delivery of public services. Your text continues by saying that ‘each citizen regardless of economic resources or personal traits deserves and has a right to be given equal treatment by the political system’. As you will read in chapter 12, in the 1960s public administration placed special emphasis on social equity as a value in order to reflect the historical and current inequalities existing among groups of citizens in society. A leader in the field, George Frederickson, formulated what was termed the New Public Administration. The New Public Administration called for proactive steps to address social equity. Frederickson said this proactive administration should replace the neutral bureaucrat. He believed, and the field of public administration adopted, the philosophy that services and the law must take into account historical and current inequalities among groups in society. Because of the national concern to correct the historical racial injustices that occurred through institutional practices such as Plessy v Ferguson and the Jim Crow laws enacted after the Civil War, the later decades of the 20th century saw monumental civil rights legislation and the advancement of human rights. This advancement of rights extended beyond racial to sex, age, handicap etc. However, in the 21st century we are seeing a reversal in civil rights through court decisions as well as legislation. More emphasis is being placed on class distinctions instead of racial or other distinctions. Frederickson’s philosophy for the New Public Administration was adopted by the field of public administration and is reflected in the code of ethics for the American Society of Public Administration (ASPA). It says ‘strengthen social equity-treat all persons with fairness,justice, and equality, and respect individual differences, rights, and freedoms. Promote affirmative action…to reduce unfairness, injustice, and inequality in society’. Social equity can be addressed, or not addressed, though three different paradigms. They are:Egalitarianism-Insure the equal provision of societal programs. Can mean some groups receive more to compensate for past injustices.Utilitarianism-Provide services to insure the greatest total well being of whole population. Allows for redistribution to groups in society who are experiencing lowest economic or social benefit in society. Libertarianism-provide for maximum individual freedom. Inequality of society is not concern for government. Assignment:Consider that you are a policy analyst for a US Senator. She asks you to consider income and wealth inequality in the US and recommend to her if legislation should be developed to reduce inequality in the US. You have researched this issue and the data you collected is reflected on the power point slides 3-7.
