You need to gather evidence to prove that it is indeed a significant problem that has not been resolved. Youll also want information that will help argue your solution.

Discussion of the problem: show all sides, demonstrate that it is a major problem worth solving and that it is not easily or quickly solved.
Discussion of solutions that havent or wont work and why
Discussion of your proposed solution: its merits, feasibility, and specific implementation process
