Part 1: Needs Assessment
Task Objective: Drawing on multiple forms of data, identify an issue related to student learning that exists within your school or district. (The problem should be identified at the school or district level; speak with your instructor if you are interested in assessing the needs of some other level). Gather and analyze appropriate quantitative and/or qualitative data to determine the underlying issues leading to the student learning problem. The needs assessment must contain two essential features: contextualization of the problem and articulation of a clear problem definition.
To effectively contextualize the problem, you should discuss the status quo of the current environment. This can include discussion of the organization’s mission, vision, values, and goals; key demographics of the different constituents; academic and behavioral data; and primary characteristics of the system dynamic. Key instruments for the context may include inventories of data collected and/or instructional initiatives within your school, as well as school climate indicators. These should be included in paper as appendices, and elaborated on in the text of your paper.
To effectively articulate a clear problem definition, you should write a sentence that states the predicament that is the focus of the needs assessment. This statement should be followed by a discussion, supported by the available qualitative and/or quantitative data, of how the problem negatively impacts student learning and/or achievement. Lastly, you should delineate the primary issues that reinforce the existence of the problem. Remember to make an explicit connection between the need identified and the school vision and mission: how will addressing this problem help to better fulfill the vision and mission of the school, as well as student achievement?
Remember, you are not solving the problem in your needs assessment, but only describing it in detail. The needs assessment counts toward 40% of your School Improvement Plan project grade.
Some Questions to Consider for the Needs Assessment (You do NOT need to explicitly address each question, but focus on the ones that are most relevant):
- What are the demographic data of students, teachers/staff, and the students most impacted by the learning problem that you identified (e.g. number, race/ethnicity, special education classifications, gender, academic levels, teacher/staff years of service, turnover rates, socioeconomic levels, absenteeism, disciplinary incidences, etc.)?
- What are the organization’s mission, vision, values, and goals around teaching and learning?
- What is the organization’s culture and norms?
- What are the organization’s orientations toward curriculum, instruction, and assessments?
- What are the expectations around teaching and learning?
- What are the gaps between teaching and learning?
- How does the organization monitor its progress to goal attainment?
- What is the capacity of the administration/teachers/staff to achieve goals?
- How do people interact to share information and to work towards goal attainment?
- How does the infrastructure support the efforts of the administration/teachers/staff to achieve goals?
