An essential skill for health and human services professionals is understanding community health and human service needs in order to create positive change. These professionals must understand how to develop a diverse team of stakeholders that is able to work together to meet a common goal. Then they should use that team to gain an understanding of the issues that need to be addressed so that a number of potential solutions are identified and implemented.
This task challenges you to take the lead of a task force charged with understanding a community health and human services dilemma. You will first identify an appropriate group of stakeholders that should be on that task force. You will need to understand the leadership strategies necessary to avoid conflict. You will apply your knowledge of primary and secondary sources in order to better understand the dilemma. You will need to understand the needs of all members of the community in order to determine the potential solutions to the health and human services dilemma.

Scenario
A task force is being set up in order to better understand the causes behind a rise in homelessness in a community. The number of unhoused individuals has risen by 25 percent over the previous five years. Most concerning, however, is that the number of unhoused families with children has more than doubled in that same time frame. Currently, a limited number of churches and community organizations are able to provide food, clothing, and housing for those in need; however, the need for those resources far exceeds the available supply.
Previous attempts to combat homelessness have seen mixed results. One effort to provide housing to unhoused individuals by converting unused hotels into emergency and low-cost housing failed due to zoning issues. Separate attempts to build new emergency and low-cost housing have also failed because of limited available funding in the wake of the COVID-19 pandemic. Most of the successful efforts to provide support have been a result of small, community-led initiatives. These initiatives include food and clothing drives. These efforts, however, have not led to a decrease in the number of unhoused individuals.
The task force will need to consist of individuals from the community, and these individuals should have a vested interest in wanting to improve the homelessness situation. The task force will be charged with identifying the reasons why there has been an increase in homelessness. Then they must identify potential actionable solutions that can be used to try and reduce homelessness in their community.
