Case #2: New Washington Community Macro-level Empowerment Practice (Competencies 1-3)
Due to budget shortfalls at the state level, funding for recreation (rec) centers has been drastically cut. These cuts have resulted in local rec centers either combining or closing altogether. The rec center in the New Washington community closed, and the closest center is over 20 miles away. With the closure of their rec center, youth in the New Washington community have been gathering in front of local businesses and other places throughout the community. The New Washington police department has logged an increase of calls from residents and businesses complaining about the youth loitering and causing a nuisance. There have also been a couple of fights involving youth in the community. In response, the police department has stepped up its presence and the youth complain of police harassment.
The New Washington community is a largely diverse community. Outside of school and with the closing of the rec center, there is little interaction between the various ethnic and racial groups. There is a thriving business district, which is home to major retailers and “mom and pop” stores. There are also several civic groups and clubs, including 100 Concerned Black Men, Youth United, the Elks, and Divas of Distinction. The faith community is also active in the community. Members of each of these groups have had discussions on how to address the “youth problem.” The New Washington community is a working-class neighborhood. Many of the residents work for the federal government. There is also a pretty large retired population, including Mrs. Johnson. She spends her days watching the Jerry Springer Show and knitting gloves and socks for her grandchildren. She doesn’t interact much with her immediate neighbors, except for exchanging pleasantries on her way to church on Sunday mornings. Mr. Kilgore who is also retired spends his days on his front porch reading the newspaper, while his wife, Effie, tends to their flower garden.
Mary is a stay at home mom and has an autistic son. She spends her day caring for her son and thinking up different arts and crafts projects to help occupy their time while her other children are at school and her husband is working. Mary’s neighbor, Ken, is an out of work handyman, who is a skilled carpenter. He spends his days fixing things up around his house. Nancy is a single mom who works as a secretary for the State Department. She is very involved with her daughter’s Girl Scout troop.
Connie, who has a developmental disability, walks around the community every day picking up litter and collecting cans which she takes to the recycling center. Your agency serves the New Washington community and has secured a small community development grant. Your supervisor has asked you to lead the project.
