You must include at least 6 peer-reviewed references that are no older than 7 years old (3-5 years old is ideal).
The Social Problem Topic: Child abuse and neglect in the United States from a social work perspective. Please talk about how child abuse and neglect are important, how it is continuing to be a social problem, and how it affects social workers, and case managers who work in child protective services (burn outs). Also, include how child abuse and neglect affect children mentally when they grow up and include statistics. Include how the child who suffered from child abuse or neglect, may need counseling or therapy.
Also, include how child protective services and the Department of Social Services can help decrease the percentage of child abuse cases (prevention strategies). Include the amount of child and abuse cases currently open in South Carolina for the Department of Social Services.

Human Trafficking in the United States
Human Trafficking in the United States has become a crime that is growing rapidly and is not being taken lightly. According to the Domestic Human Trafficking Legislation in the 114th Congress, “The Trafficking Victims Protection Act (TVPA)-most recently reauthorized in March 2013 (Title XII of P.L. 113-4)-is the primary law that addresses human trafficking.” (Finklea, Alcantara, & Siskin, 2015). Human trafficking is a crime that not only violates the human rights of people but is also known to violate labor and criminal laws as well. (Finklea, Alcantara, & Siskin, 2015). As the problem continues to expand in the U.S and across the world in many other countries, more and more policies and bills will continue to be passed until the crime starts to diminish.
The Issue
Both U.S citizens and noncitizens continue to become victimized by human trafficking. Sadly, the United States has been used as a primary source for human trafficking operations among women, men and children (Finklea, Alcantara, & Siskin, 2015). There are many forms of human trafficking. Forced Labor and Sexual Exploitation are the two most common that receive more prosecutions. (Finklea, Alcantara, & Siskin, 2015). According to the article, it has been determined by research that mostly women and children are victims of sex trafficking in the U.S. (Finklea, Alcantara, & Siskin, 2015). It has also been reported that human trafficking operations is very profitable, bringing in hundreds of billions of dollars all across the world. (Polaris, 2017) Per the article, it states that “The International Labor Organization estimates that forced labor and human trafficking is a $150 billion industry worldwide. (Polaris, 2017) Many victims of human trafficking suffer abuse such as physical and mental abuse during and after they have been recovered from their traffickers. Policies have been put in to place to protect people from becoming victim and those who have been victimized. Noted in the article it states “A major aspect of U.S. anti-trafficking efforts is victim assistance: providing immediate services when victims are identified and helping them recover from the victimization and reclaim their lives” (Finklea, Alcantara, & Siskin, 2015 pg.5).
The Background
According to the article, the “Domestic Human Trafficking Legislation in the 114th Congress” was formulated to bring about awareness to the public, provide protection for the victims, as well as enforce the proper protection to the crime of human trafficking. To add to these services the article states that “The Department of Justice(DOJ), Health and Human Services (HHS) and Labor (DOL) have programs or administer grants to other entities to provide assistance specific to the needs of trafficking victims” (Finklea, Alcantara, & Siskin, 2015 pg.3 ). The population at-risk for human trafficking varies and anyone can be a victim. Many victims are among men, women and children, all whom may be in a vulnerable state and have been taken advantage of. Some people are victimized via social media where child predators seek out many victims and many may be victimized by family members, friends, lovers, employers or just someone they may trust. As there is no specific demographics of human trafficking, it has been stated that a higher rate of this crime is among “Runaway and homeless youth, as well as victims of domestic violence, sexual assault, war of conflict, or social discrimination are frequently targeted by traffickers” (Polaris, 2017).
Analysis
As with any policy pertaining to human trafficking there will be many strengths and weaknesses, the only people that will be affected by this will be the victims. One of the issues is funding, as there are many resources to help with the services dealing with human trafficking it has been an issue concerning funding for U.S. citizens as well as non-citizens. According to the article, “There is confusion over whether U.S. citizens, as well as noncitizens, are eligible for services under all the anti-trafficking grant programs authorized by the Trafficking Victims Protection Act (TVPA), and whether Congress has provided funding for programs that target U.S. citizen and lawful permanent resident (LPR) victims” (Finklea, Alcantara, & Siskin, 2015 pg.5). There is certification that is required for noncitizens to receive assistance after being transported into the U.S as a victim of human trafficking. The article states “Under TVPA, noncitizens victims of trafficking are certified as victims by HHS, which makes them eligible for services” (Finklea, Alcantara, & Siskin, 2015 pg.7). I personally believe this a good thing. As a strength, that it has been suggested that funding be increased for this TIP (Trafficking in Person) agencies for the victims of human trafficking. (Finklea, Alcantara, & Siskin, 2015) What I am concerned about is will there ever be enough funding to help and prevent this crime from continuing as it is on the rise more frequently then we may know about. Not only are the individual whom are victim of this crime are affected but the families as well, as they are the ones that must help them after being victimized. Many victim will suffer from illness such as STD’s or PTSD from being beaten and traumatized, assistance for this will require long term funding.
Recommendations
I believe the most important recommendations for this crime is awareness, signs to look out for and using caution on social media. Awareness of human trafficking should be something that should be taught in schools, at home, church or any social setting so that everyone is made aware of what it means. I personally didn’t know the extent of this crime until I did this report as I believe it is not a subject that is talked about as much as it should. Once people understand what this crime really is maybe they can help or even report something that may seem odd to them or a friend. Parents should be enlightened on this crime so that they can teach their children what to look out for and create a relationship with their children so they can talk to them about it.
Also, there are some signs that you may notice that can be a key indicator that someone you may know is a victim of human trafficking. Per the article, some of the signs below can help you protect or get help for someone whom may be a victim of this crime.1.) The person may not be able to go or come as they please without permission. 2.) The person may be in the sex or commercial industry and is controlled by a pimp or manager. 3.) The person may seem anxious, submissive, depressed or act very nervous. 4.) Avoid making eye contact when talking to you.
5.) The person may have shown signs of physical or sexual abuse. Possible restraint marks. 6.). They may not be allowed to talk without a translator. 7.) Has no control over their own personal documents or financial records. 8.) Has no idea where they live or what city they may live in.9.) Inconsistencies in their story. 10.) Lacking food or malnourished. Lastly, social media precautions. I personally am not a big fan of social media and strongly believe that anyone under the age of 18 needs to have their social media account monitor by a responsible adult. There are many predators lurking in the social media work seeking out vulnerable children whom are seeking love and attention from anyone that will give it to them. This is one of the many ways young adult and children become prey to the traffickers and unknowingly become victims. I believe social media accounts should advertise the risk of predators and advise everyone to use precaution about putting out personal information. Everyone not only young adult has to use better judgement when dealing with people they meet on social media account because a lot of people are not who they appear to be behind a computer.
Conclusion
The Domestic Human Trafficking Legislation in the 114th Congress goal to protect the victims of human trafficking and to provide assistance and awareness to all about this crime. The number of human trafficking victims are steadily growing here in the U.S. and across the world, it is a crime that is increasingly being investigated (Polaris, 2017). Human trafficking is not only a crime but it is a violation of the human rights and must be taken seriously nationally and internationally. There are so many men, women and children taken away from their homes and families against their will to be forced to live a life that is unfamiliar to them. Continuous protection, awareness and prevention must take place as a community worldwide to stop this crime from happening.
