Topic 1
Several citizens have reported instances of bias in policing. We requested data to show potential differences in how police treat citizens of different races or genders, but we would like to move forward with a few recommendations in the meantime. Some citizens have requested mandatory body cameras for all police. The cost of body cameras would be nearly 30% of the state budget and would take money away from other expenditures such as increasing teacher pay and paying for highway repair. Other citizens feel it would not be helpful to purchase body cameras and those funds are best used in other areas. Plus, they think cameras are an invasion of privacy. They feel cameras won’t solve problems, and that money should be used in education or other areas.
Possible committee members:
Police Chief who has climbed the ranks up to chief. They have a strong understanding of law enforcement and the law. Their department has a high clearance rate. The department is not considered diverse – 80% of the department is white and male.
Criminal defense attorney with 20 years of experience. This defense attorney is well-respected, but their services are expensive and only the wealthiest can afford their services.
Legal scholar with expertise in constitutional law at the local university. They write an online blog about current events. Recently, they have been focused heavily on the need for police to be more proactive in preventing crime in the area. They grew up in a part of town with heavy crime and have been a victim of crime several times.
Criminologist specializing in bias in policing. They understand law, the criminal justice field, and how bias could impact different communities.
Sociologist with expertise in community-police relations. The sociologist has studied the community and understands the relationships between community members, police, and the legal system.
School administrator for a local school district. This administrator has a history of focusing on equity and inclusion in their district. The administrator grew up in the area and served for over 40 years. They plan to retire next year.
Youth representative from a local university. This student leads the Criminal Justice Association group at the university. They are pursuing a degree in law and intern at the local prosecutor’s office. They recently worked on a research paper dealing with body cameras.
Medical doctor with expertise in trauma and mental health. This doctor is new to the state, but not new to the profession. The doctor was not born in the United States and feels they have been racially profiled by police once in the past.
Psychologist specializing in trauma and community healing. They have experience treating community members after tragedies, including two school shootings. They also understand how bias affects thinking and decision making. They are best friends with a police officer.

Topic 2
Citizens are concerned that the state is not ensuring that all students, regardless of their background or where they live, have access to high-quality education. The committee needs to explore differences in resources, funding, and opportunities among schools in different neighborhoods. They will examine factors such as teacher qualifications, curriculum quality, access to advanced courses, extracurricular activities, and technology resources. The goal would be to identify barriers that hinder equitable access and develop strategies to level the playing field.
Possible committee members:
Experienced teacher who is the Social Studies department chair at their high school. They have worked in education for over 40 years and plan to retire next year. They want to see every child succeed.
Special education teacher who is in their second year of teaching. This teacher wrote their master thesis on inclusive education. They work at a small charter school that has attracted families from an affluent neighborhood outside of the capital.
Parent from a Parent Teacher Association (PTA) at a large, urban district. Over 70% of the students in the district are considered economically disadvantaged. 27% of the students report disabilities and 13% are English Language Learners.
Technologist responsible for creating an innovative remote learning solution during the pandemic for several school districts. They are familiar with the costs of technology and what it takes for students to succeed. They were the only college graduate in their family.
School Board member with experience in addressing learning outcomes and student success. They have worked in education for over 20 years. They come from a middle class family in a rural part of that state.
Local government representative responsible for education oversight for the community. They have a background in politics and understands how to negotiate. They are focused on working with others to achieve goals.
College admissions expert with insights into access barriers. This Director of Student Success has over 20 years of experience and has won awards both locally and nationally for student support and retention.
Social worker working with at-risk youth and families in the same school district as the Parent listed above. They also feel more funds and resources should go to disadvantaged schools.
Student Council President from a religious-based private school in an affluent neighborhood. They are from Generation Z. They think the government has too much control.
School counselor focusing on academic and emotional support. They have worked with several students in the past and know how students think and respond to issues. They grew up in a time when technology was not used as frequently in schools as it is today.
