1 Soccer Rules Needs to Change In the final of the World Cup 2022 in Qatar, FIFA got 1.5 Billion viewers more than the Super Bowl which got 200 Million viewers (Robbert Summerscales, 2023). Soccer or what some people call it football is one of the most popular games in the world. It is a game that has a huge amount of people that play it or watch it. This game can be referred to internationally because it is played and watched by all classes whether rich, poor, big, or small countries. For example, Joe Biden, the president of the United States (USA) , showed his support for the American international team during the World Cup 2022 in X one of the social media applications which means people getting fun while watching soccer even as the person’s job. The history of soccer was created in 1863 in England and they were playing in a basic way. Soccer is played for 90 minutes divided into two halves additional the extra time in the end if needed in each halve. Over the years, soccer has evolved through difficult updates in different sections but not all these changes are in the interest of the players and fans, which make it somewhat complicated for them. People who care about soccer think they are not getting fun in the game anymore within the high views because of the rules right now. For example, Ronaldo, the legend of Brazilian soccer who retired in 2011 said in an interview he likes watching tennis more than soccer because the game became boring. Perhaps there will be more discussions from the retired players about the same topic. The Fédération Internationale de Football Association (FIFA) is thinking about the money and revenue from the commercial sponsors as if it were a job not as a fun game. Also, sometimes the playing time takes longer when there are some stops during the game. Soccer needs some future change in different sections to return it to be more competition such as Cancel the video assistant referee (VAR), Rise the rewards in the soccer champion, Time period 2 between matches, New offside rule, Microphone Technology, Decreasing the salary of soccer players, Replace the Throw-in, The Red Card, and stacking the top players on one team. Cancel the video assistant referee (VAR) : The first rule that needs to change in soccer is to cancel the VAR. In 2016 FIFA suggested adding a technology that calls video assistant referees to use during the game and was applied for the first time in the 2017-2018 season in the European League. This technology works to return the match footage from the video assistant referee to stop the game temporarily if necessary. The VAR is about a room that has many screen televisions with an assistant referee to identify any mistakes that happen in the match and then communicate with the on-pitch referee to decide the situation. That could identify any penalties, red cards, goals, and mistake identification. For example, the referee could stop any chance and restore it during the game even if it is dangerous. Sometimes communication between the on-pitch referee and assistant referee takes a longer time which means there is no limited time for the VAR check. The longest VAR check considered until now is around 5 minutes and 37 seconds in the Premier League. Most of the players and fans do not like to wait for communication because the situation of stopping hurts them. “It probably adds a bit more anxiety because you’re waiting around doing nothing on the pitch for two, three minutes, just waiting for VAR decisions to be made.” (Zin South,2022). For players, the emotions and feelings during the match are so important to control because they stop frequently. Wasting time creates a moment of anger and sometimes it changes their behavior that takes them out of reality. Controlling a brawl breaking out is one of the responsibilities of the on-pitch referee and should be careful to avoid it. For example, the Turkish league had a bad moment when the referee got punched by players because of a mistake decision and sanctions were imposed on all participants. On the other side, fans who are outside the pitch 3 also have the same kind of problem. “It was evident from responses that the process of waiting on VAR checks disrupts fans’ experience and emotions” (Zin South,2022). Many fans are quick to get angry for many reasons whether their team wins or loses. Psychological health is one of the effects of changing behavior that makes a dangerous action and crime. Throwing water bottles, fireworks into the pitch, and fans cheering are some of the bad behaviors that affect the emotions and feelings of fans even if a brawl breaks out after the match. The VAR builds too many problems inside and outside the pitch through the waiting and mistakes, so canceling the VAR will return the passion and real competition in the soccer game. Rise the rewards in the soccer champion: The second thing needs to change is rising the rewards in the soccer championships for teams. The European teams are so famous for their strength and passion for the soccer game. They take a long time to reach this level that we see, so it is expected that they will need high spending to achieve their future vision. During the COVID-19 pandemic most of the clubs suffered as a high financial impact to pay their expenses. “The Covid-19 health crisis consequences may precipitate the European Super League creation due to clubs’ revenues being heavily impacted” (Entzminger, N. I. C. O. L. A. S (2020). No fans attendance, decrease of the advertisement, drop in the clubs store sales, and delay in paying player’s high salaries were most of the factors affecting the less of revenues. For example, The legend of FC Barcelona Lionel Messi had to leave the club in 2021 because of the financial problem with the salary cap rule (Ballús Pol,2023). Clubs think they cannot continue spending with the FIFA champions rewards because they have expenses such as salary, infrastructure repair, and kinds of deals like players purchase payment. president’s clubs suggested one of the solutions to create a new championship called Super league which gains too much money from the rewards. Also, the 4 polarization of the commercials will increase the capital budget. “By operating on the NFL model basis, the Super League clubs will move from a model where the risk is high, and rewards are low to a model where the risk is low, and rewards are high” (Entzminger, N. I. C. O. L. A. S (2020). The super league can push the game to another level where clubs gain more money that allow them to play under the risk. For example, the NFL League has engaged in cooperative bargaining and equitable distribution with the revenue distribution system in three different parts, broadcasting revenue, commercial revenue, and matchday revenue (Entzminger, N. I. C. O. L. A. S (2020). By increasing the financial revenue for teams could make re-competition for soccer and solve the financial crisis and make the clubs to invest more on the Time period between matches: The third thing that should be changed in soccer is to increase the time period between matches. Every team has multiple matches to play in each season. The FIFA rule allows teams to rest 72 hours between each match which means they play 3 matches in a week in different championships whether with club and country. “The potential for residual fatigue in these matches is high with possible implications in terms of the movement behaviors of players competing in successive matches” (Reilly, T., Clarys, J., & Stibbe, A. (Eds.), 1993, p105). Most of the star players suffer physically by playing too many games in a short period of time. Players who play a full time game which is a minimum of 90 minutes get a slighter fitness such as less strength. They are demanding to be at the top physical performance all the time, so they should push all their skills during the game such as focusing on the pitch, speeding, passing, and shooting. “ However, top international players competing in the major European soccer leagues are often required to play matches with only 2-3 days recovery” (Rey, E., Lago-Peñas, C., LagoBallesteros, J., Casais, L., & Dellal, A., 2010). To achieve skills and motivate the body they 5 need to be interested during their recovery time into food, sleeping, and training. Playing under the stress could expose them to the injury risk of non-attendance for a long time. For example, the player of FC Barcelona Pedro González López suffered multiple risk injuries because he played 73 games frequently (Herrero, Laia Cervelló, 2024). However, FIFA needs to solve this problem by increasing the time period between matches more than 3 days to give players enough time to relax. That will make players be in their top performance and get a healthy physical. New offside rule: The fourth thing that needs to change is changing the offside rule. In soccer, offside decisions are frequently among the most contentious issues. The offside is about passing the obesite player by a small part of the body which allows him to run away. FIFA tried to place this rule to attain justice and competition but until now it is one of the biggest rules that has mistakes. Some situations are not fair because each referee has a different decision that could be made. This issue can impact the result as it cancels many current goals by a little centimeters. For example, Arsenal FC lost the Premier League 2023 because the referee’s mistakes on the offside caused them to drop points. As well in Euro 2024 there was a lot of discomfort after the Germany and Denmark match which canceled Denmark’s goal because of a tiny foot centimeter which people considered that unfair and the reason for the loss. “ The most difficult thing that people have contested is the offside rule (Arsene Wenger, 2024). Also, sometimes the decision of offside wastes a long time which makes some stop. FIFA must reduce that confusion for referees and change the way of this rule. According to Wenger, the player can improve this argute by no offside on the player while any part of his body in the line of the last defender. By editing the rule that will make the referees more quick on their decision which is no more 6 wasting time. Also, creating more goals will increase the excitement of the game and improve the competition. Microphone Technology: The fifth thing that needs to change is adding new technology between the captain team and manager. Over the years, technology has been improving sports in a better way such as TV’s (NFL Football Operations, 2024). With the big space of the pitch, communication between the manager and his team is so difficult. Usually the audience’s voice is so loud at the same time of the managers decisions which makes the task more tough to use hand signals and screaming. Most managers are required a break time while playing to allow him to contact his players. The break time is so necessary in soccer to contact, but that builds kind of the delay by taking a few minutes stopping. The NFL league in American football applied that microphone headset technology to make contact between the member team. “ The new system did reduce the need for timeouts, saving teams eight to 15 seconds on play calls.” (NFL Football Operations, 2024). Soccer needs to take the experience from NFL football and make it a reality. This idea could make it easier to change the technique of a team so fast and make them better by using technology instead of hand signals. Also, the manager can choose the penalty taker which can eliminate conflicts between players. Sometimes small situations can create a result, by each player doing their jobs the result of the game can be effective. For example, the NFL League teams cannot know each other’s techniques during the game because of microphone technology. However, using technology will add more competition, improve play fast, and help with communication. Decreasing the salary of soccer players: 7 The sixth thing that needs to change in soccer is to decrease the salary of players. Soccer is so famous for its high salary, especially the European Leagues. This impression has grown up with each player since he was a kid. In the past, players did not get too much salary that players take right now, that changed when they earned good income even with their bad performance because of the salary inflation. This inflation is caused when clubs fight hard in the transfer market which pay as they can. Players started thinking about money more than passion and tried to move when the chance came. For example, Andres Iniesta left FC Barcelona to the Chinese League which is the low quality league because he got a good high cost. Moreover, top players who take a high salary do not leave their team within the low quality league. “ The Mexican league pays the highest salaries and this is a major reason Mexican players do not play abroad very often (Witzig, R, 2006, p88). That makes it injustice to the player’s talent which causes hidden skills and leaves off. Moving on to a new experience and ambition within thinking of the salary converts the players passion to be a professional. For example, Liverpool F.C player Mohammed Salah , became one of the top players in the world after transferring from a low quality league ( Egyptian league), to multiple professional experiences including Roma, Chelsea F.C, and Liverpool F.C. Money’s not everything, players must search aboot the legacy and glory. In addition, some teams are suffering from the huge price of players and that puts them at risk. The FC Barcelona team, which is one of the strongest teams in Spain, has suffered from financial debt for a long time and that puts the management of FC Barcelona at risk because they should be using money carefully in the transfer market (Gutiérrez-Fernández, M., Talavero-Álvarez, F. J., & Coca-Pérez, J. L., 2017. P. 92). Decreasing the salary of a player will change soccer to a better way by bringing back the passion for players, possibility of purchasing players with reduced value of debt, and making it more rivalrous for teams. 8 Replace the Throw- in The seventh thing that needs to change in soccer is playing the throw-in by foot. As background information in soccer rules the throw-in is played by hand while the rest of the game should be played by foot. A throw-in is awarded to the last player who last touched the ball and to be specific when the whole ball passes the line whether it’s on air or in the ground. The player has two proper ways to choose to do a prerogative throw-in by hand during the game which can be a long throw which is considered to be in the corner or it also can be a small throw as a pass. Interestingly the first time that FIFA used the throw-in was in 1882 between Englend and Scotland. Many fans are upset about how players can only play throw-in by hand while the goalkeeper is the only person who is allowed to play with what he wants to choose. According to Alan Smith the way to play a throw-in caused a lot of delay during the game which he mentioned that Arsene Wenger’s who is a FIFA’s chief of global football development that he wants to replace the throw-in and count it as the biggest time waster (Smith, Alan, 2022). As a result of how the player might take a long time to do a throw-in, Arsene Wenger’s recommended to change the throw-in by foot to at least five seconds to reduce the fans waiting and limit the time waist. By changing this rule it will affect the game to be more quicker and enthusiastic to both the players and the teams. The Red Card: The definition of a red card is one of the extreme punishments that the player might get during the game and it will cause a dismissal and send the player off the field when there is extreme violence and for their extreme behavior. To clarify, when one of the players gets a red card by doing something violently it puts its team in a tight position and their effectiveness because it will cause them less players than the opposite team. In this essay the eighth thing that 9 needs to change in soccer is giving the players a red card and this part will focus on creating a new rule or a card that might be less offensive to the team and the players than the red card which leads to less effect on their performance. “ The chances of a sanctioned team scoring or winning were substantially reduced following the sanction ” (Bar-Eli, M, Tenenbaum, G, & Geister, S, 2006). Getting a player a red card could make the challenge more complicated for his team because the rate of losing is higher. The game needs to identify a new rule or card that allows players to punish in around ten minutes maximum. This new rule will create some of the justice that makes both teams play as a full team with eleven players for each. Also, the rate of competition between players will increase as a result of performance, passion, and psychological health. Stacking top players on one team: The ninth point this essay will focus on is Stacking top players on one team, the meaning in this point refers to creating a team that is full of a large number of highly professional skills players. By concentrating on doing that it creates and increases a large chance for the team to win and succeed against the other team which can make the game unbalanced and unfair for the opposite team. Parity issues are an important point to focus about. When one of the teams has a large number of talented players that will lead to volatility and predict the winning team in the game. Thus, when focusing on the ethical considerations one of them is the fans expectation. In soccer, when one of the teams continues to win against different teams it usually leads to decrease the fans interest which can affect the economy and the league’s popularity. According to That’s Football Channel, Manchester City F.C. has the best players in the world in each position such as best attacking midfielder, best striker, and good multiple defender (That’s Football, 2024). Moreover, according to That’s Football Channel, which is the engagement of a league 10 that triumphs it a multiple time (That’s Football, 2024). For these two points, the result of stacking the players means that the result of the match can be of guessing the winning easily and can discourage the players from giving the best they have. Htus, even when the players try to give the best performance, they need to get more support from professional players to get a fair game. This problem can be solved by adding a new rule for teams to limit their number of top stars players to have a fair game. Conclusion: To sum up, cancel the video assistant referee (VAR), raise the rewards in the soccer championship, time period between matches, new offside rule, microphone technology, decreasing the salary of soccer players, replacing the throw-in, the red card, and stacking the top players on one team that could change soccer in the future in different sections to comeback to be more competition. As a canceling the VAR even though the VAR system was unintentionally caused by unfairness even though it intended to increase the excitement. The delay caused by lengthy VAR check leads to many side effects on the fans that leads to doing wrong things in and outside the stadium such as emotional volatility by becoming angry. As well for players because of a lot of confusion to reduce their performance.Canceling the VAR system is a necessary thing to be changed if we need the game in soccer to be contested. This will bring back the enjoyment in continuing playing and watching the game. Second, raising the rewards championship is important for the clubs. During the Covid-19 pandemic teams faced a huge problem while the nonparticipate of the audience on the pitch. With this issue, FIFA must create a new champion that enables clubs to achieve their future expectations such as keep their good squad team by paying the delayed salaries, avoiding the financial fair, and allow clubs to invest more money on the infrastructure. Next, while the players are required to push their good performance they need 11 to take more days to recover. Physical health stress makes players exposed to dangerous injuries which make them hidden for a long time. Increasing the time period between matches will allow players to enjoy relaxing and be interested in their health. Then, to improve the justice in soccer FIFA needs to change the offside rule by allowing players to pass the defenders with some centimeters. This idea by Aresen Wenger will reduce the arguing with the mistakes of canceling current goals. Also, that makes the game faster and raises the fun of allowing more goals. Moreover, for better communication between the manager and the captain, FIFA should approve a new microphone technology. Usually team members cannot listen to the instructions from each other while the fans participate. Applying this technology will make contact clear to know the manager’s techniques. Furthermore, the inflation of player’s salaries has destroyed soccer. While the prices are high, mostly players are moving to the low level league which is unfair for their skills. Also, possibly some clubs are suffering from financial debt for a long time which makes their star players leave. By decreasing the player’s salary will develop soccer as reduce the financial risk for teams and refund the player’s passion. Next, FIFA should replace the throw-in with kick-in. Usually players take a long time to play the throw-in, so substituting the throw-in will make the game faster. Also, that could retain the players act is so important because maintaining the rate of the match builds some fun to the game. Moreover, the red card rule should be reviewed to reduce the punishment. Most teams suffer to win during the game while they are missing a player since they have not a chance to score a goal. To resolve the challenges, ten minutes of sanction could be sufficient because both teams are equal in the pitch. Finally, there is no point of competition, just domination when teams stack the star players. The result of the game is possibly known earlier when people see the squad player. Balance and retaining 12 ethics by setting a limit for all teams could increase the challenges of championships in soccer.
