Bullies, Bystanders, and Justice
Background – Bullying behavior is a serious problem among children and adolescents, as it has short- and long-term effects on the individual who is bullied, the individual who bullies, and the bystanders present during the bullying event. While bullying has become a widespread problem in America’s schools in particular, there is no federal law that specifically applies to bullying. In some cases, when bullying is based on race or ethnicity, color, national origin, sex, disability, or religion, it overlaps with harassment of a member of a protected class and schools are legally obligated to address it. But nonetheless, bullying legislation has been slow to evolve. This has begun to change in recent years, as many local and state level policies have been introduced to intervene in and prevent a wide range of bullying behaviors. Research shows that bystanders come in many forms including Assistants (these people help the person/people who are bullying and join in the bullying). Reinforcers (these people provide verbal support to the bully). Outsiders (these people provide the bully with silent approval). What might be the motivations for each of these types of bystander behaviors in school bullying? Should this type of behavior be included in anti-bullying policies (such as that which was depicted in the assigned viewing)? Why or why not (explain your position thoroughly). Paragraph Two: What have you observed in your own community as far as barriers to implementing effective anti-bullying policies: structural barriers (lack of funding, lack of support from educational institutions, poorly written policies) and/or individual barriers (parents and teachers who do not understand and/or care about bullying/enforcing anti-bullying policies)?
