Your final exam for this course is for you to demonstrate the skills and knowledge you have learned by preparing a Case Summary for the President of the United States over a proposed mandated Covid19 vaccination.
This information will be available for you to access in Week 7 to give you ample time to do a thorough analysis of the issue and prepare your report for the President.
Title your report “Case Report: Mock-Mandated Covid19 Vaccine”
- Provide an introductory paragraph to define and explain the issue and key elements.
No abstract or running head is required. (But you may use one if you desire.)
- Use Essay format with subject headings centered or flushed left (the latter being preferable).
Your report should also include a title page and references properly formatted in APA.
Your report should include a minimum of four current references no older than five years.
- Upload your paper as a Word document for grading by the due date.
- Length: A minimum of 3-4 pages of content in addition to the title and reference pages.
This assignment will require research outside of your textbook.
- You may use graphics or charts in addition to the required content pages but not in lieu of them. You may also prepare your report in the form of a PowerPoint presentation. If a PowerPoint is prepared it must have a minimum of ten (10) content slides, plus one for references. Your introductory paragraph may be included on your initial title page.

Case Study: Mock-Mandated Covid19 Vaccine
- The United States must prepare now for a mandated “Covid19 vaccination.” It will be:

Safe for all age groups
- 60% effective among those under-5 and over-65
75% effective in all other age groups
- During 2021, the US has the capacity to distribute the vaccine to only 28% of the population, with an estimated broader reach of an additional 47% the following year. The total population of the United States as reported in 2021 is 332 million people. Statistics reported in 2021 show that 17% of the total US population is over 65, and another 6% of the population is under five years of age. Therefore 71% of the population is at a moderate to severe risk.
There are 1.3 million active duty military personnel.
- Doctors compose of 0.3% of the US population in practice, not retired.
There are currently 594,000 nurses.
There are approximately 22 million healthcare workers in the US.
The Federal Government will purchase the vaccine and allocate it to the states. The states must allocate the vaccine in accordance with government guidelines. The states will have no discretion to alter the guidelines as to who gets the vaccine. Although Pfizer has reported the availability of a new and improved vaccine, there will be no other vaccine available from the public or the private sector until September 2027, when slated for approval by the FDA.
The CDC has estimated that for herd immunity to be effective, approximately 80% percent of the population would have to be made immune to a disease, either by contracting it and surviving or getting a vaccine, which is in line with the World Health Organization’s herd immunity threshold.
Decisions will be made later about whether or not to switch in 2025 to any other developed vaccine that might prove to be safer and more effective. The cost of the 2025 vaccine is not yet known, but the US ensures that the vaccine is “affordable” in low to middle-income states, and to help pay for it, states will be on a sliding pay scale.
The President has asked you to chair a National Committee on the Allocation of the COVID-19 Vaccine. You must report back to him in one week with a 3-4 page statement that addresses:
Who should be on the Committee and why?
Would you recommend a combination of the 2023 and the Pfizer 2024 vaccine?
Who should get the vaccine first and why?
The potential effects of EO 14042, and was it a wise decision?
Your report must also state the criteria to determine the ethical allocation of the vaccine across and within states. This will include your plan, indicating what areas or groups would get what share of the available vaccine and why.
In preparing your report for the President, you should include answers to the following to support your position and opinions.
What groups in the US are most at-risk of being infected with the virus?
- What groups will require vaccination above other groups, and why?
What percentage is required to be vaccinated to reach herd immunity threshold?
- What criteria, other than financial, might play a role in the allocation decision?
- What partners would you attempt to engage in achieving global herd immunity, and why?
- Summarize with your own opinion as to the viability of the mandate with a proposed alternate solution for providing preventive measures against a potential new outbreak of Covid19.
