The seven key themes are: 1- Infrastructure development: developing a world-class infrastructure for hosting, producing, and distributing high-quality cultural content and events. 2- Production, promotion and consumption: promoting cultural production and encouraging the integration of culture into daily life. 3- Education, training and employment: empowering the next generation of cultural leaders and practitioners to build the future of the cultural sector. 4- Rules and regulations: developing and enforcing regulatory frameworks that promote the growth and development of the cultural sector. 5- Financing: securing effective funding from the public, private, and third sectors to realize the full potential of the cultural sector. 6- Technology: enhancing cultural sectors using modern and advanced technologies to create a new cultural experience. 7- Preservation & documentation: preserving material and intangible culture and making it accessible to researchers, the public, and cultural workers.
