Review the Memo Expectations and Examples

The Briefing memo to Ambassador O’Donnell will be focussed on the country/crisis you have selected (from the three options) describing the factors that have created the conflict between ethnic, religious or other groups. Describe who are the perpetrators and who are the “upstanders or those who try to protect and assist the persecuted minorities. What are the “root causes” of the hatred,, bigotry and persecution of the minorities? What is the history of the persecution and hatred? What has the international community done so far to try to stop the human rights violations and the violence? What are the main elements of available U.S. policy and programs to end the violence and conflict?
