Assignment 3: The recruiting of people around the world to join terrorist groups is difficult for most of us to understand. In one of our readings this week, Alan Krueger states his belief that “economic deprivation and a lack of education cause people to adopt extreme views and turn to terrorism.” This description of who is susceptible to joining terrorist groups or being coerced to conduct terrorist attacks would likely fit for terrorist groups in Africa, the Philippines, India, Pakistan, and even the far-right white supremacists of the UK and US. But what about the educated westerners that have been recruited to go join ISIS?
For this paper, you will focus on Abu Sayyaf and write a policy paper on how you recommend preventing further recruitment to their cause.
You will write a 2-page, single-spaced, policy paper (not including references) providing recommendations to stop or reduce recruitment opportunities for the group you select.

Problem Statement (One paragraph): Identify exactly what the problem is.
Issues & Analysis (1/2 -3/4 page): Identify two ways which your selected group is recruiting and why it is effective.
Insert a small title in front of each paragraph (e.g. Social Media; slavery; kidnapping; lack of education; etc.).
Consider WHY it is working (lack of police or military; ineffective government; lack of support from international community; etc.)
Determine if there is a way to address this recruitment legally and how (briefly).
Recommendation (1/2-3/4 page): Identify your best option to counter the recruitment and explain why it is the best and HOW to best implement your plan. Can this truly be accomplished? Forming a study-group is not a recommendation. Pick an option and explain.
References (on page 3): Use APA format to identify 5+ sources in addition to two from our assigned readings. These are not newspaper articles, but real academic sources. Look at the Lasell library, US/UK/AUS/CA government websites, UN.ORG, African Union, NATO, or other official websites.
