Budget justification explains how all budget categories were calculated

Addresses the cost per unit of each service (total services or clients divided by total costs)

Demonstrates application organization and key personnel are qualified to carry out program and achieve outcomes (key staff experience)

One job description of key personnel provided that describes qualification, responsibilities, and benefits
