Discussion Topic

You are a city council member for a distant suburb of Gotham City, New York. Your suburb does not have its own hospital; in fact, the nearest hospital is 20 miles away. Last week, two competing health care systems both approached the city council about building a hospital within city limits. The city council chairperson has called for a special meeting to discuss these proposals. She is asking all members to do some research and submit a written summary of what legal, moral and regulatory factors that must be considered by the city council.
