Dr. Lee has heard recent complaints from attendees that continuing education could be "so much more than it is," but no one complained before! Yes, the accreditors made themselves plain—the evaluation plan must be strengthened—but she has no intention of revising the entire curriculum, because it simply isn't necessary. Karina knows that a needs assessment is a required first step, but she’s having a difficult time convincing Dr. Lee. Karina also knows that not having the clinical director's support is a nonstarter.
To be able to convince Dr. Lee that a needs assessment is critical, you need to explain the role of context and community partnerships in program evaluation.
Planning a program that few people believe they need, a program that is out of date and, thus, does not provide what participants believe it will provide, or a program that is at too simple or too sophisticated for those attending are all clear paths to failure. Avoiding these and other pitfalls depends on determining needs and ensuring support.
In some situations, the need presents itself and a program flows from that need. For example, if a company must change data management systems, training in the new system is a clear need for those who use the system. Similarly, if a neighborhood learns that its schools are reporting outbreaks of MRSA (Methicillin-resistant Staphylococcus aureus), a potentially fatal and difficult to treat bacterial infection, the need for parent, guardian and staff outreach is critical. Securing support for those programs, in the context of crucial need, will likely not be difficult.
However, if that same company mandates training of all employees on the new data system, whether or not the employee uses the system, or if the neighborhood school requires critical event training with no sign of MRSA or any other critical event in sight, the need is less clear and program success may be jeopardized. As adult educators, you know that adult learners need a meaningful and immediate application for what they learn. Without recognizing a meaningful and immediate need, context is compromised and support may or may not be forthcoming.
