Basically, research and development would need to be performed, a production line would need to be built, legal questions would need to be answered. The question is simply how you would assign tasks to different departments to prepare their parts of the report (a response to a Request for Proposal (RFP) that the government issues). Use the indicated quality tools to organize and map what steps you would take to write this report. Your answer does not have to be very long. Two failure modes would be fine. For example, one failure mode would be to seriously under-budget your costs to build the product. Another failure mode would be to deliver the finished report after the deadline. Hand-drawn flowcharts and C-E diagrams are fine.
