The Windshield Survey includes an assessment of eight community subsystems: physical environment, health and social services, economics, safety and transportation, politics and government, communication, education, and recreation with the purpose of identifying the community health nursing role regarding the needs of the population assessed. Groups will be assigned a community, or municipality.
Each group will conduct a virtual walk-through (drive-thru) assessment of the community, noting evidence of the strengths/weaknesses/resources (city websites, community health departments, census data), develop a nursing diagnosis, and propose community interventions. Your results will be presented in a 20-minute PowerPoint presentation

Naranja was a small agriculture-based community for the most part after that until the 1960’s and 1970’s when new buildings began to pop up around the area. Many members of the military lived within the community since the Homestead Air Force Base was nearby.
In 1992 Hurricane Andrew devastated most of the area. It would take Naranja 12 years to rebuild itself and to this day it continues to grow and improve. As you drive around the area, especially to the east you will notice that there are various new construction projects in the works which hopefully will bring new economic growth to the area.
Physical environment
The size of the area encompases 1.7 square miles of which 1.5 is land and 0.2 is water (Miami-Dade County, 2018).
Naranja Florida is in South Florida, making it tropical in climate.
The newer buildings are easily distinguished in comparison to the older structures. Much of the community was severely damaged in 1992 by Hurricane Andrew and has been in the process of rebuiling since then. If you head East on 280 street you will come up on a lot of new construction homes.
As with most of the surrounding communities, there are plenty of trees. The older areas of the community look dull especially due to the overgrown and ill-maintained landscaping. On the other hand, the more upgraded areas within Naranja look brighter and neater with properly maintained landscaping.
Physical environment
When doing a community assessment on Naranja, we noticed that the overall community looks older and, in some areas, it is disheveled, despite the apparent ongoing gentrification of the community.
Many of the buildings seem to have overtly obvious damage to them, for instance, when we drove by Burger King, we noticed that the sign had fallen apart as did the drive-thru menu.
Another instance was with the Dollar tree located off of US1 and 266th ST which had a glass door covered by plywood due to a hole in the door.

Health and social services
There is no evidence of a specific health issue in the community, however due to the socio-economic nature of the community, the residents are more prone to have chronic diseases such as:
Diabetes
Chronic lower respiratory disease
Cancer
Hypertension
Cardiovascular disease.
Health and social services
Health care centers located in Naranja include CHI Naranja Health Center, Fresenius Kidney Care, La Colonia Medical Center, Doctor’s Medical Center, Bio-behavioral Corp, American Medical & Rehab Center, Dr. Cristian del Rio, Yamila Lezcano LMHC, Dade County Human Services Department and Axis Health Care Services.
In addition to these organizations, there are several “traditional” healers, one example for instance is Botanica Guadalupe which is located along US1.
The Camillus House (Naranja Cottage) is a homeless shelter located at 27940 S. Dixie Hwy.
economics
The community appears to have fallen upon hard times. The medium income in Naranja is $32,513 whereas the median income in Florida is $48,900. The unemployment rate in Naranja is very high at 10.1% compared to 4.9% in Florida and 4.7% nationally. Furthermore, the poverty level is more than twice as high as Florida’s average at a whopping 35% compared to 16% (“Naranja, Florida”, 2019).
Naranja has all types of businesses in the area such as supermarkets, clothing stores, uniform stores, restaurants, coffee shops, bakeries, etc.
There are various stores throughout the community including the Naranja Lakes Shopping Center, Shoppes of Naranja Lakes and Coral Point Retail Center.
Most grocery stores/bodegas will receive food stamps as a form of payment in this area.
Safety and transportation
Naranja has four Fire Departments, a CHI clinic and various urgent care clinics.
There is no police station in the community and the closest location is in Homestead.
In terms of the crime rate, the total crime statistics for Naranja is an an estimated 3,897 per 100k people which is higher than the Florida state average of 2,920 per 100k people and the national average of 2,745 per 100k people (Area Vibes, 2019).
Violent crimes in Naranja which include murder, rape, robbery and assault are estimated at 544 per 100k people (Area Vibes, 2019). State average is 408 per 100k people and national average is 383 per 100k people.
Property crimes such as burglary, theft and vehicle theft is an estimated 3,352 per 100k people in Naranja which is also higher than the state average of 2,512 per 100k people and the national average of 2,362 per 100k people (Area Vibes, 2019).
Safety and transportation
The air and water quality are monitored in this community. According to IQAir the air quality index and PM2.5 air pollution is 21 which is considered to be good (2019). The air quality index scale ranges from 0 – 500, a score of 21 is good air quality. The air is being monitored and updated in real time. PM2.5 refers to atmospheric particulate matter (PM) that have a diameter of less than 2.5 micrometers, which is about 3% the diameter of a human hair. The particles in this category are so small that they can only be detected with an electron microscope, so that is good also.
Naranja tap water is safe to drink according to EPA and international standards (2018). Known risks include microplastics and leaching from pipes (Miami-Dade Water and Sewer, 2018). It is suggested to place a filter such as a TAPP2 or similar on your faucet to make the water taste better (Tapp Water, 2019).
Safety and transportation
The primary mode of transportation is by car. That being said, Naranja is one of the top neighborhoods with the most people taking a bus, trolley bus, streetcar, or a trolley car to work (“Naranja, Florida”, 2019). Public and private transportation is available and includes the Miami-Dade public transport buses, Uber and Lyft.
Wheelchair accessibility is met through the ramps and lifts that Miami-Dade County buses have on them. Persons with disabilities can also apply for STS (Special Transportation Services).
When doing a walk-through of the community we were able to see buses, bicycles and Uber/Lyfts. We also noted that there were sidewalks along most (though not all) of the streets along with a walking, cycling and in-line skating trail called Black Creek Trail.
Politics and government
As we drove through the streets of Naranja, there was no significant political activity or meetings that we noted.
The Political Climate in Naranja is predominantly liberal. In Miami-Dade County which includes Naranja 63.2% of the people voted Democrat in the last presidential election, 33.8% voted Republican, and the remaining 2.9% voted Independent (“Naranja, Florida”, 2019).
Naranja is a census designated place of Miami-Dade county. This town does not have its own City Hall and follows the Miami-Dade County governmental jurisdiction. The elected mayor of Miami-Dade County is Carlos A. Giménez.

When assessing the community, our team did not notice any one particular gathering area; people are seen in various areas of the community.
As for the local newspapers, we noted the Miami Herald, The Florida Gazetteer and El Herold amongst others.
Due to the fact that Naranja is a middle to lower-middle class area, it is assumed that people who live in the community do have televisions and radios.
The formal and informal methods of communication in this community include texting, calling, social media, emailing and speaking in person.
The primary languages spoken include English, Spanish and Creole.
education
Amongst the adult population of Naranja, Florida 73% have a high school degree or higher.
Residents with a bachelor's degree or higher consists of 12% of the population.
Moreover, only 2% of the population has a graduate or professional degree.
The local library within this community is the Naranja Branch Library.
Naranja school are part of the Miami-Dade County public school board.
William A Chapman Elementary, Naranja Elementary School and Miami Douglas Macarthur South Senior High School are all within the community.
When we took a look at these sites we noticed that there was graffiti around the parameter of some of these schools.
education
Miami Douglas Macarthur South Senior High School is the only high school available in Naranja. It is a 6th to 12th grade school.
There are a total of 77 students in the school with a 3.7 to 1 student to teacher ratio (Miami Macarthur South, 2019).
This is not an ordinary high school. It is well known as a school for juvenile delinquents. They do not allow backpacks in the school.
Extracurricular activities that are available in Miami Douglas Macarthur South Senior High School are a Young Men Academy program.
education
They also have mental health counseling services for students and families as well as a bullying prevention program. Miami Douglas does have some health services in the school. They have a school psychologist, two social workers, two school counselors as well as a community liaison which serves as a barrier between law enforcement and the community.
Some major educational issues schools face are students rating below the poverty level. They can't afford school supplies. They may then forced to take on a job before they finish school to help their families out.
According to Tallahassee Democrat the graduation rates in Miami Douglas is 60% (2018).

The park and recreational centers in Naranja are Coral Castle, Modello Park, Naranja Park and Naranja Lakes Park.
The most popular of the parks is Naranja Park, a community outdoor space with grass sports fields, basketball courts and a seasonal pool.
Other than these locations, the primary congregation for children seems to be among the neighborhood streets (bicycling and playing).
strengths
One of the strengths that Naranja has is that it is starting to rebuild itself. The community is in the process of gentrification. If you take a look around the neighborhood you can quickly note the newly constructed modern condominiums and apartments.
Another strength Naranja has is that it is a melting pot of cultural diversity. There is new growth of different cultures. Residents most commonly identify themselves as Cuban at a monumental 29.5%. (Schiller, 2019). There is a minority of Haitian ancestry, Puerto Rican roots, South American ancestry and some Mexican residents. In addition 36.1% of residents in this neighborhood were born in another country (Schiller, 2019).
weaknesses
This community, like all communities, has its own multifaceted social and structural weaknesses. This community lacked its own police department and hospital. The presence and proximity of these facilities can make the difference between life and death in an emergent crisis.
Other apparent weaknesses include the high unemployment rate and low medium income when compared to the state average (“Naranja, Florida”, 2019). Due to the socio-economic climate of the region, the renting percentage is higher than the state average (“Naranja, Florida”, 2019).
The community also lacks in the higher-education department, with only 12% of the population with a Bachelor’s Degree or higher.
Nursing diagnosis One
According to the “Naranja, Florida” article, the population of overweight people is at 35.7% which is higher than florida’s standard overweight population (2019).
The residents of Naranja, Florida are at risk of developing obesity and other chronic health comorbidities r/t poor nutrition and health.
Some interventions that can be implemented is to educate the residents about a healthy diet and exercise in addition to providing healthier meals at food banks.
Providing free health screenings (such as BMI) would also be a beneficial intervention that can be put into effect for the community.
Nursing diagnosis Two
Naranja has the tenth highest number of people living with HIV/AIDS at approximately 1,255 people according to Miami Dade County Florida in 2015 (HIV Surveillance Report, 2015).
The community is at risk for obtaining more cases of HIV/AIDS as r/t the growing trends of HIV/AIDS among Miami-Dade County residents.
Some implementations to prevent the transmission of HIV/AIDS is to always have protected sex with a condom. We can have public health clinics provide free screenings for HIV/AIDS and also educate the population about risk factors of getting HIV such as sharing needles used to inject drugs and having unprotected sex with multiple partners.
