Your policy proposal will contain a complete description of the following:

(1) The nature of the problem (Problem Statement)

The first step in any effective problem-solving process may be the most important. Take your time to develop a critical definition, and let this definition, and the analysis that follows, guide you through the process. Consider the following:

State the health problem from a national, state, and local level-You want to state facts (i.e. 15% of the children in our community don’t get enough to eat.) and not inferences ( a significant percentage of children in our community are probably malnourished/significantly underweight) or speculation (Many of the hungry children probably live in the poorer neighborhoods in town.) or opinion ((I think the reason children go hungry is because their parents spend all of their money on cigarettes.

Explain the following:

What is the problem?

Why does the problem exist?

Who is causing the problem, and who is affected by it?

When did the problem first occur, or when did it become significant?

How many people are affected by the problem?

How significant is it?

(2) The epidemiological evidence on the nature of the problem and its determinants / correlates, and major issues of public concern,

Now that the nature of the problem has been established, it is of key importance that the epidemiological evidence on the nature of the problem and its determinants / correlates so that you can have a broader understanding of the health problem that you have chosen to address.

Explain the following:

Are their specific genetic and environmental factors associated with the nature of the problem and if so, how does that relate to your target population

Does the literature and/or government websites state any pertinent information about the health problem?

Are their existing causal and predicting factors for this health issue?

Are their behavioral and environmental determinants that stand in the way of achieving the result or conditions that have to be attained to achieve that result?

Are their identifying behaviors, lifestyles, and/or environmental factors that affect those issues or conditions.

(3)  A review of Evidence-Based Strategies/Practices/Policies to Address the Problem (must provide rationale on how your proposed policy/intervention was developed (based on best practices in addressing high priority needsidentified in your research)

Are there interventions and/or legislation/policies that have been created to address the health issue that you have chosen.  

As you analyze these best practices, it will be important to note the 

Socioecological level that the policy/intervention focused on,

The population that it was focused on,

Whether the level of prevention is at the primary, secondary or tertiary level,

The innovation that was utilized

Its successes and its challenges. What elements of the intervention/policy/program did you find most effective and why?

(4) Your actual proposal- What is it and why should your intervention be adopted? What social justice and health inequities will your policy address? Based on your assessment, what do you think the next 3-5 years might look like if your policy initiative is adopted as being essential important for your priority population?

Explain the following:

What is the innovation that you are proposing (how are you altering the best practice(s)that currently exists?

What sets you apart?

How much do you estimate this policy initiative will cost? (Estimate the first 10 components-ie-Marketing:$100,000; Community Health Workers: $250,000)

What will be your measure for success and why? What are the outcomes that you will be evaluating etc?
