In a similar vein, owners of a type-certificate, limited type-certificate, supplemental type-certification, or a change and repair design permission that has been authorized by the Agency or is believed to have been granted in accordance with regulation are exempt from this requirement. Finally, the rule is applicable to anybody who wants to get a type certificate or a limited type certificate for a big airplane that is powered by turbines (European Union Aviation Safety Agency, n.d.). The AASB mandates that operators establish a structural repair program that is based on the amount of damage that may be tolerated for each appropriate transport category airplane. The restriction applies to all transport category airplanes powered by turbofan engines, including Boeing 7-series, MD, and DC models. By the 20th of December in 2010, operators were required to comply with this guideline. The requirement applies to the fatiguecritical structure of the baseline version of the airplane structure as it was delivered. According to Boeing (n.d.), the FAA expects operators to produce an Operator Implementation Plan and get that plan approved by the FAA. The Operator Implementation Plan should outline how the operator will adhere to the requirements of the operating regulations. This plan will include both new and current operator-specific procedures, including a process to identify repairs and adjustments that will require damage tolerance inspections. Additionally, this plan will include a process to determine how damage tolerance inspections will be conducted. In order to provide evidence of compliance, the operators need to have: (1) A method for determining which repairs and adjustments will need to be followed by damage tolerance examinations. (Damage tolerance checks are defined by the FAA as maintenance operations that are essential to identify or prevent fatigue cracking, which might contribute to catastrophic failure. Because of a damage tolerance evaluation, damage tolerance inspections are produced); (2) a method to collect the data from the inspections and carry out the ones that are required; (3) a method for determining whether or not previous repairs on airplanes will require damage tolerance examinations. This method involves doing surveys of the aircraft. Overall, the ageing program by the FAA and EASA alike aims to prevent catastrophic disasters from happening because of old structures.
