Proposal Argument Draft: Ameliorating Noises and Traffic issues Every Weekend Through Methodology of Human Relations. Many middle-class families, not just my family, often go out to eat on the weekends. My family, of course, went to Costco and then made a reservation at a restaurant an hour away for dinner after shopping. Because of shopping goods, we could not use public transportation but drove to the restaurant. After passing through the center of Seoul, we wanted to go to the area called ‘Itaewon’, but the road was blocked even before I reached the city center, and we were caught in heavy traffics. We could hear shouting and big noises from speakers and saw strike police barricaded and confronted strikers. The severe traffic jams on Saturday afternoon were further aggravated by the logistics workers’ strike. Eventually, we gave up the dinner outside, and returned home, my family prepared and ate instant noodles from the shopping goods. On the way back home, my daughter asked me. ‘Why are they on strike?’ I replied, ‘The company doesn’t listen to their demands,’ I added ‘if at least listen to them and make an effort, they wouldn’t have come out on the streets so easily.’ This happened to my family but could happen to other families, business visitors, local shops, restaurants, and residents affected by traffic jams, noise causes serious psychological and economic damage. Jang 2 According to the National Courier Union, 22 courier workers died from overwork in 2020-2021. As the death of courier workers from overwork became a social problem, and social dialogue organizations including labor unions, courier companies, the government were formed but did not reach a conclusion because of the financial burden from the company. Since negotiations failed, thousands to tens of thousands of strikers participated, and police, journalists, and other stakeholders cause a lot of traffic congestion for residents in that area. The Strike causes not only annual economic damage which has reached 31 billion USD in the last 5 years(Jung) but also the strike generated noise of 100DB or more for a long-time using loudspeakers. In the end, the company resulted in mental and economic damage to the community through its workers. Corporations must fulfill their responsibilities to the community. Should secure their workers by improving working conditions and environments. Workers are not consumables for the company but should be recognized as strategic partners for the company. The company should ameliorate the insecurity factors of workers together. It encounters a methodological problem, and the writer’s suggestion for this is leadership. It is a Korean-style transformational leadership that considers the cultural, religious, political, and economic backgrounds of workers. (Jang 37)argued that internal problems can be solved through communication the transformational leadership by meeting these characteristics. Workers’ backgrounds are obstacles to communication. However, overcoming these environmental hurdles, Korean companies are well-adjusted to the business environment in which they operate and management practices conducive to this environment by Korean style transformational leadership(Hemmert 163). Jang 3 Korean-style transformational leadership can increase labor-management understanding. Labor- management should have a mutual understanding of the decrease in profits due to the increase in logistics costs by the war in Ukraine(Newsys). The management should restore the low social status of logistics workers by improving their welfare. The stress of job insecurity brings a change in working attitudes and causing to worse performance(Cheng et al 272-303). Korean-style transformational leadership also improves the work attitude with consideration for logistics workers. Better working environments have a positive effect on Herzberg’s hygiene-motivation factors by consideration for workers(Bass et al 19-31), such as clarification of courier sorting work and additional manpower input(BBC). Non-permission of strikes by relative authorities, noise restrictions during strikes, police traffic control and numbers of participants before strikes, and strategic increases in benefits for workers in the company are alternatives. Controls related to ongoing strikes or post-strikes are short-term remedy that is not a fundamental solution. They’re exacerbating problems or avoiding problems rather than facing them. Meeting all the demands of workers are not preferred because it is a financial burden to profit-minded businesses. We cannot tell the company to spend more money if they are within the legal boundary. But we can suggest that the company is better to change the organizational culture that allows the workers to communicate with management, ask them to understand workers’ insecurity factors and consider their unsecured situation through Korean Style Transformational Leadership. [Other methods are also good alternatives. e.g., Servant Leadership, Moral Leadership, etc.] A company creates profits through communities, but if a company makes a mistake and damages the community, this means that the company has not fulfilled its social Jang 4 responsibility(CSR). If the strike causes damage to the community through noise and traffic congestion, the causing company must solve it. However, if they followed the laws and regulations, no one could force them to do so. But a company recognizes its CSR and applies CSR to its employees, the company can grow along with the workers and remain a reputable company in the community(TEDtalksDirector). However, if these are neglected, the opposite will happen. Accordingly, the writer argues that if a company’s HR manager communicates with workers with Korean-style transformational leadership, understands, and considers the workers regularly, it will bring changes in their attitude, which is linked to the company’s management performance and fulfills its social responsibilities. In a long-term strategy, not only communities’ problems will be ameliorated but also the company will gain a good reputation that fulfills the CSR to communities
