In February of 2022, the Mayor of Ottawa, Jim Watson, declared a state of emergency in response to the truckers’ protests against Covid restrictions and their occupation of central Ottawa. Watson said the city was “losing this battle,” the situation “completely out of control,” and the protests posed a threat to residents’ safety.
On or about February 14, 2022, Prime Minister Justin Trudeau invoked the Emergencies Act, RSC, 1985, c. 22 (“the Act”) to remove the trucks from the central area of Ottawa. Several people were arrested and charged with various offences during the police action.
