Background: As Director of Human Resources in an assisted living center, you notice from data collected by your organization that > 50% of full-time housekeeping personnel have not signed up for health insurance coverage this year. The 120 staff in the department are entry-level, earning minimum wages. The housekeeping department has a 25% turnover and a high rate of absenteeism. During the COVID pandemic, several members of the staff became sick and 10 died from COVID-related illness.  Your organization is part of a larger system that has created and manages its’ own health benefit plan. Benefits have been recently revised requiring all employees to pay 20% more in copays than they had done previously.
