The State wants to to create some level of competition among schools by allowing students to transfer from one school to another school in order to pursue better opportunities, but they are concerned that letting too many students transfer, especially too many white students, will lead to struggling schools being seen as "black schools" which will cause white families to move out to neighboring states. To enhance the quality of education in its schools, Carolinasaw passes a selective school choice law. Under Carolinasaw’s selective school choice law, students who identify as African American, Hispanic, or Native American may transfer to any school that has space available, except these minority students may not transfer to a school if their enrolling makes the schools majority- minority. Under Carolinasaw’s law, white and Asian students may transfer to any school that has a higher percentage minority population than their current school, provided that school has space available.
