Historic preservation is the most effective of these controls because it is based on the economic sphere of urban planning. Though it is important to preserve the culture of society, historical preservation gains its effectiveness through tourism. “Where tourism is important there is an economic motivation too” (Levy, 2017), preserving these sites appeals to the economic aspect because it increases the number of people coming into the community which will increase the amount of money that the community receives and in turn the money will be benefiting the community through another urban planning action.

Moreover, some land controls are not as proficient as others due to certain limitations, which is the reasoning for why zoning is the least effective for public sector planning. “Zoning is a crude instrument. It prescribes what cannot be done, but it cannot make anything happen. Its very rigidity may lead to less than optimal results” (Levy, 2017) in other words, zoning does nothing to beneficially contribute to planning because it cannot enforce its own actions. This lack of enforcement can lead to oversaturated populations which cause a myriad of transportation and noise issues in the community, which is more likely to happen because of the popularity of zoning. This problem within the zoning land-use control allows zoning regulations and restrictions to be nothing more than a suggestion proving itself to be the least effective land-use control.
