In this week’s assignment, we were instructed to complete a stakeholder map for the Democratic Republican National Conference (DRNC) and analyze it. For the purposes of the assignment, I will be assuming the identity of Camille Ingram who is the commander of the Criminal Intelligence Bureau (CIB). The four main stakeholder categories that will be covered consist of the DRNC, the public sector, the private sector, and the federal government. In identifying the stakeholders, we can draw conclusions that address all of their specific needs, and in which area they may need additional planning with. The stakeholder analysis also provide the relationships between the different stakeholders, and how they could benefit and/or harm each other. The most effective way to map out the stakeholders is by using the SWOT and 9-step approach. With these methods, and all of the other assistance from Major Warren, a complete step-by-step guide will be created to combat all possible disruptions of the event.
DRNC and the 9-Step Approach
As the Democratic Republican National Convention approaches, I, commander of the Criminal Intelligence Bureau (CIB), have been asked to provide a stakeholder map for Major Warren. To do this, I must use the 9-step approach in creating the stakeholder map, and after, analyze and summarize the stakeholder’s interest and interactions with each other. These four main groups that will be analyzed are the public sector, private sector, the DRNC, and the federal government.
The first of the 9-steps to identify the organization that is heading the stakeholder analysis. This would be the DRNC. The DRNC is a political convention that will likely have key players from each political group. Because of this, the convention is vulnerable to extremist political groups/protestors in response to the represented groups of the convention. In identifying the organization, the stakeholder map can be created. After this step comes number 2. This step is to identify the key stakeholders from the convention.
The key stakeholders are categorized into four main groups. These groups consist of the public sector, the private sector, the DRNC and the federal government. Starting with the public sector, there are the local news outlets, fire and rescue, the Miami-Dade Police Department (MDPD), the local hospitals, anti-political protest groups, and public tourists’locations. In the DRNC sector, there is the DRNC chamber of commerce, planning committee, event security, and the event staff that oversees the flow of the convention. In the private sector there are local business owners, private property owners around the convention, and private tourist attraction. For the federal government, there are many law enforcement agencies that must be aware of the convention and create an emergency plan for if things become violent, including the Federal Bureau of Investigation (FBI), Alcohol Tobacco and Firearms (ATF), Secret Service (SS), National Security Agency (NSA), Drug Enforcement Agency (DEA), and National Parks Association (NPA). In identifying the stakeholders, their individual needs can be met, and we could identify the relationships that each stakeholder has with another (Texas Global, 2022).
The third step in the 9-step approach is to identify the stakeholders’ interests and concerns. Though these four separate categories are different, they all share several of the came interests and concerns, as well as some that are specific to their one group. The common interests and concerns are the threat of violence at any point in the convention, damage to their property, or property that interests them, backlash of large group gatherings and more currency in the local economy. Now on to the specific interests and concerns of each group.
For the public sector, there needs to be blocked off locational access to prevent anyone attending the conference from getting into places that they have no business in. For example, the public tourist’s attractions could cone off immediate access to any site to prevent damage to those locations. The organizations of law enforcement, fire and rescue, local hospitals and news outlets must create an emergent preparation plan to prepare for anything that could go wrong.
The DRNC has its own special interests and concerns. The DRNC Chamber of Commerce, the planning committee and event security have the need for the event to run smoothly. The Chamber of Commerce also is putting on this event for members of each political party to meet and discuss their options and point of views. If this is successful, it could benefit the entire nation. The planning committee and event security require the knowledge of every possible hiccup that could occur during the event to have an action plan to use in a response.
The private sector has their interests as well. For private business owners, there is potential for a massive influx of patrons/customers. When there is a large group of people, the chances of someone coming into your place of business to purchase items from you. However, this also increases the chances of damage occurring from one of the protestors or people attending the conference. Because of the subject matter of the convention, there is bound to be more animosity in the air than other large gatherings. The private tourist’s attractions have the same need as the public ones in the matter of ensuring that the attractions do not become damaged.
Finally, the federal government have their own interests. When there is a larger group of people in one area, the more likely there is going to be criminal activity going on as well. The FBI, ATF, federal police, and other law enforcement agencies should be made aware of the convention so they are able to put plans in place in how they would respond if, or when, a violent outbreak occurs. If they have the plans in motion before the event occurs, they can act in a more professional and effective fashion.
The fourth step in the approach is to identify the claims that the stakeholders may present about the DRNC. The public sector would likely believe that the conference is a neutral event. There are benefits to having a large convention in the area, although it also carries its risks. The individuals of the police and fire/rescue organizations may have unwelcoming feelings of the convention, but the organizations overall have no reason to dread the event. The DRNC will make statement or claims in favor of the event, seeing as how they are the ones that put the conference together. It would be a chance to bring the parties together and have them talk out their differences. The differing in political parties coming together would help in avoiding crisis in the future, but while that was happening, there is no way to 100% prevent violence (Texas Shows, 2020). Lastly, the federal government would make statements that would ease the publics minds. They would inform them that they have emergency plans in place to combat any unwanted behavior without stepping on citizens’ rights.
Step 5 is to identify the stakeholders that are most important to the conference. My belief is that the DRNC sector, violence prevention (law enforcement and event security), and the DRNC planning committee are the most important stakeholders for the conference. The biggest concern of the convention is mass violence and riots. The violence prevention agencies are those who create policies and respond to the violence when it presents itself. The planning committee is needed for much of the same reason. They are the ones that plan for the emergencies and (hopefully) how to prevent violence from happening in the first place.
Step 6 in the SWOT for the DRNC. The strengths would be that they have set out to create plans to prevent violence months before the conference would take place. With planning this, the response to emergencies can be swift and effective. Another strength is the fact that the convention seeks to provide unity between both political parties. When they come together, everybody can compromise and get some of what they are wanting. The weaknesses on the other hand are very important as well. These weaknesses include creating a conference that is most likely to have violent protestors, security (because no one can prepare for every possible situation), and the risk of many different things going wrong. The opportunities are numerous. First, bringing political parties together can be a great thing for the entire nation. With more people on the same page, more things can be accomplished, for the better. There is also opportunity for those planning for the convention to show off their leadership and foreseeing skills. This could benefit them in their careers for future opportunities. Finally, the threat is that of mass violence. Having a large political convention is undoubtedly going to bring protestors, and in turn, those protestors are likely to bring crime and violence. There is the threat from not only protestors, but also those attending the convention. People will be meeting with other with radically different political views. This is likely to cause conflict and the conflict could bring that violence.
Steps 7 and 8 deal with the strategy and policies of the organization. These two go hand in hand. The strategy would be to section off parts of the public land for the protestors and do whatever they can to prevent the violence before it happens. One policy that could be the implementation of a zero tolerance for verbal or physical abuse. This would give the convention the authority to escort out anyone who looked as if they were going to be a problem. Another policy that they could use would be the use of metal detectors and bag checks at the convention. This would reduce the likelihood of someone being able to bring in any form of weapons while the convention was taking place.
The final step in the 9-step approach is the recommended specific action. For this, I would advise that the convention put into place would be the metal detectors and bag checks. This would reduce the number of weapons that could be used inside the actual convention. One other form of crowd control would be to section off smaller areas in which people can gather. For example, create smaller rooms so that there would not be a single location for a large group of people to be crammed in all together (Cooper, 2022). The final recommendation that I would give would be for the vendors, or prominent members of the convention, to be contacted in advance with enough time for them to have their background checked. If there was anyone with a criminal record, especially if it was for a violent crime, to be seriously reconsidered in the allowance of entry (Cooper, 2022)
In compliance with the DRNC, the MDPD, and Major Warren, if these policies and procedures are implemented, it could greatly reduce the potential for violence and unrest during the convention. With all the stakeholders, and their interests and concerns identified, there is a greater chance to identify the violence before it even starts.
