Do the “standard” laws on the books provide enough range for law enforcement to effectively respond to homeland security threats? Or are additional measures such as the Patriot Act needed? Shortly after 9/11 there was substantial public support for the Patriot Act and similar policies that increased the reach and power of law enforcement, intelligence, and the military. However, in the ensuing decade support for this waned in fear of decreased liberty. At what point does the infringement on personal freedom become too much to bear and the scales tip? Is it fair to ramp these powers up and down as situations arise (i.e. post 9/11 fears vs post cold war comfort).

INTRODUCTION
This week we will be building the base for the rest of the course. Key terms and concepts will be discussed and provide the framework for future analysis.

In this Module, you will begin your exploration of one of the central issues we’ll cover in this course: Cassandras. Clarke and Eddy give a more detailed background on the term in your reading this week, but in general a Cassandra is someone who sees and warns of a future calamity, only to have their warning go unheeded and disaster occurs. For policy makers, it is vitally important to identify warnings of crises before they occur, but understanding what to look for is very difficult. There will always be doomsday preppers warning of society’s impending collapse, and it is easy to ignore their “warnings.” But too often after a crisis we look back and see that there was an expert in the field who saw an event coming, but the decision makers eschewed the expert’s concerns. How do we know who to listen to? Are there common elements? Or can some disasters simply not be prevented? Over the next 6 weeks we will tackle this subject.
