1.The authors quote Justice Douglas who wrote that an approach of moral condemnation “continues as respects drug addicts . . . . [T]hose living in a world of black and white put the addict in the category of those who could, if they would, forsake their evil ways.” According to the authors, what is wrong with this idea?

3.The authors write that after some years of official thinking that  it was better to treat and rehabilitate addicts  rather than simply incarcerate them, this policy changed. Explain why, according to the authors.
