Project Description
You will identify a program that will be the basis of your evaluation plan. The group must agree together on the program to evaluate. The goals of the group project include providing an experience working as a team in creating an evaluation plan. Evaluators typically work in groups with each group member providing expertise and skills.
During the next in person meet, each team will present their evaluation plan. You will work through the steps in a series of discussions leading up to the meeting. At the meeting you will present your finished product. It is expected that each group member will contribute equally to the final presentation. The textbook provides an excellent framework for the elements necessary for an evaluation plan. At a minimum students will address the following (in approximately 45 mins):
1. What is the program? Agency? Non-profit? a. Objectives? Goals? Outcomes?
b. Related policies?
2. What is the focus of the evaluation?
a. What are the evaluation questions?
3. Who are the stakeholders?
a. What are their roles in the evaluation?
4. How will evaluate the program?
5. What are the appropriate research methods?
a. Timeline?
b. Approach?
c. Collect and analyze data?
d. Communicate the results? To whom? e. How will you display the results?
Remember that each presentation and plan will be unique in many ways dependent upon topic and focus.

Meeting Notes 10/1/2021:
• Pick one program so we can look at its efficacy. They all have the same intention – reduce HIV diseases
• We can pick one of the older programs, New York or SF; those that started during the height of the HIV epidemic.
• NY city – openness of legislative history, and how the services have evolved over time.
• It’s measurable — it works or it doesn’t work.
• SEP of New York State — implementation of NY State
o Cuomo — decriminalize the possession of drug paraphernalia
