Each student will select a topic of Ethics in Public Administration. The minimum quantity for the sources is 10 (academic, peer-reviewed), certain case studies from media, news outlets might be also utilized in a case they appropriately corroborate the writers perspective and are closely-related to the presented material. In the executive summary, the task of the writer is to persuade the reader that the problem deserves attention and should be thought of, due to its possible undesirable social consequences in case of being unaddressed.
The introductory part mainly addresses the historical background of the problem, its evolution, any relevant philosophical, political, and behavioral considerations, pertaining to the system of public service. The introduction provides a wider political, philosophical, and administrative background of the problem. Maximum length of 2 pages.
The discussion and analysis part includes the analysis of the ethical problem. The questions in this part to be answered are as follows:
Why is this ethical problem important in public administration?
What are the probable causes of the issue?
How does the modern socio-political environment affect the defined ethical problem?
What values should be prioritized, what are the fundamental duties of public administrators in the democratic system of governance?
What ethical laws, regulations are in place to address the issue? What are the means to prevent/resolve the identified ethical problem and promote ethical behavior throughout the public service system? /4-5 pages/
In the conclusion and final thoughts part, the writer suggests any methods/techniques that can possibly change the situation for better. Measures suggested can be remedial as well as of preventative nature. Here, the writer comes to a logical conclusion, following his/her analysis and the discussion of the topic. It is advised to summarize once again as in the introductory part – the issue, its scope, urgency, and the remedies available /2-3 pages/
