In this assignment, you will start the research necessary to complete your final paper, which will be an in-depth case study analyzing intergovernmental fragmentation in the services provided immediately before, during, or after a disaster.

For this assignment you will identify a disaster (natural or manmade) (other than Hurricane Katrina) that you will use as the basis of your Week 5 final paper, which will be a case study. Focus on one aspect of the necessary response, for example, you might consider intergovernmental efforts or collaboration on evacuation, housing, food, medical equipment, and law and order efforts related to the disaster or emergency you selected as your focus, although not all of these elements may be relevant to event you chose.
In this assignment, you will produce three elements that will support your final paper,
- Identify the disaster and agencies or levels of government relevant to the area of governmental responsibility you will focus on in your Week 5 final paper; Intergovernmental Fragmentation: A Case Study.
- Develop your thesis statement. This will be the point or perspective you will argue or prove in the paper.
- Compile an annotated bibliography with a minimum of four articles from professional or scholarly peer-reviewed journals.
