on how Hong Kong International Airport (HKIA) implement effectively
security screening on hold baggage, with the use of explosive detection xray-based system to ensure the safety of passengers, crew-members,
airport employees and the flight operations. This said technology system
or combination of different technologies has the ability to detect and so to
indicate (by means of an alarm) explosive material contained in a
passengers baggage or other articles. In the past, the identification of
dangerous goods (safety hazardous) items in passengers hold baggage
are mainly depended on the questioning the passengers.
1.2 With the blooming of personal-electronic-devices (PED), such as iPad and
smart phones etc, the carriage of lithium batteries in passengers hold
baggage has risen significantly. This has created a challenge in flight
operational safety as there had been a number of reported cases whereby
passengers hold baggage and air cargo were on fire due to the carriage of
lithium batteries and charcoal drawing pens.
1.3 In view of the above, you are asked to submit a feasibility study on how
would the current HKIA hold baggage screening system can assist, with
or without system modification, the identification of dangerous goods (DG)
or other hazardous items, particularly the lithium batteries from being
introduced into a flight via passengers hold baggage?
