I would like to focus on zoning laws,regulations and practices which continues to foster segregated housingnationally and isolating communities. Specifically, exclusionary zoning, whichdoesnt allow for multifamily homes or certain types of group homes orshelters. This is especially true in affluent counties in Fairfield Connecticut(try keeping focus to this county but you are able to discussion others acrossthe U.S. with a high prevalence rate for exclusionary zoning. Exclusionaryzoning truncates access to vulnerable populations and in some cases violatesfair housing laws. Below are instructions for writing this paper:

Term Project (Issue Paper)
Issue Papers are short analyses of controversial issues inpublic policymaking, management, and administration. The term projectprovides practical experience in critically analyzing policy issues andpreparing concise yet thorough summaries for busy policymakers.
Each student will select aunique public policy issue for the analysis andexplain the policy issueusing oneofthe paradigms of publicpolicymaking (incrementalist or rationalist). See Chapter 10 inHenry.
If you choose to explain your issue using the Incrementalist Paradigm ofPublic Policymaking, select and incorporate one or more ofthe six subsets (Elite, Group, System, Institutionalist,Neo-Institutionalist, Organized Anarchy). If you use the RationalistParadigm of Public Policymaking, select and incorporate one or more ofthe analytic models/theories (Rational Choice Model, The PublicGoods and Services Model). You can also choose the StrategicPlanning Paradigm.
You are required to incorporate material from bothtextbooks Henry and Shafritiz).
The paper should be through the lens of a policymaker as if you were preparingit for a policy maker (or group of policymakers) with only superficialknowledge of the issue. Final papers must be 12-15 pages in length (notincluding title page or appendices) and should follow the formatbelow. (Include the following headings in the issue paper: Introduction,Background, Alternatives, and Recommendations.)
1. Introduction
In this section, you should specifically identify and define theissue or problem you are studying and outline its importance. Describethe paradigm(s) and model(s)/theory(s) used to explain your policyissue. You can also use this section to limit the issue (i.e., describe theaspects of the issue you will not touch upon).
II. Background
In this section, you should briefly describe the history of theissue, literature review, trends, and current status. You can also providecontext by describing relevant developments in other localities, states, orcountries.
III. Alternatives
This section should describe various policy options that areavailable to address the issue. In some cases, there may be essentially twooptions (“yes, we should do this”, and “no, we shouldnot”). With each alternative, you must also specifically describe theadvantages and disadvantages of the proposed alternative. In this section, youcan apply another paradigm and/or analytic models/theories to explainissue alternatives.
IV. Recommendation
In this section, you should weigh the evidence and recommend(one or more) of the alternatives described in section III. You must bespecific about how you reached your conclusions and on what evidence you basedyour recommendation. In this section, you can apply other analyticmodels/theories to explain issue recommendations.
Support all information with academically qualified references; however,emphasis should also be placed on original thought.The paper aims to provide apractical exercise that integrates public policy/management theory withpractical application and gives you the experience to identify and define theprinciples, strategies, and theories in the public sector.
The paper should be typed and be12-15 pages in length.Includea minimum of six academic sources. (Wikipedia is not an academic source.)Cite all references using the APA citation style. Papers are evaluated usingthe distribution/general education learning goals and the students ability tosynthesize the material and provide a critical analysis of the issues.Thispaper should reflect graduate-level work in content, appearance,organization, grammar, and effort.
