The meaningful use program is an incentive program that was created by CMS. The program establishes to provide financial incentives for those who properly use a certified EHR for Medicare and Medicaid providers. It is implemented under the HITECH (health information technology economic and clinical health) act. The act also has established rules that initiate payment penalties for those providers who do not meet the requirements allowed under meaningful use. The purpose of these regulations are to reduce costs mainly, but also to improve quality and safety, improve coordination of healthcare, and maintain security of health information. According to CMS, because of the government efforts made under the HITECH act, there will be a huge increase of EHR use in the years to come, and most importantly proper use.
