Review the DHS Risk Management Framework (RMF) attachment
After responding to both man-made and natural hazards, DHS and FEMA have changed the idea of risk and hazard and its operational philosophy to these incidents. Is it fair to say that a post 9/11 world should have a narrower view of the concept of risk rather than a broader one? What impact does such a decision have upon the mission? If you had your preferences, what risks, threats and hazards would be the mission province of the DHS? In light of all these questions, would the private sector tend to creep as aggressively as DHS does or tend to stay closer to the original mission of 9/11 response?
