An understanding of health care cost, access to care, and quality of care is vital for health care professionals, as is the ability to articulate these issues. For this assignment, students will examine the effects of cost and the issues associated with accessing quality care, both in a historical context as well as the future impact on health care. For this assignment, address the following in 750-1,000 word paper:
- Identify the factors contributing to the rising cost of health care. When did rising health care costs become an issue? Why are health care costs continuing to rise? What can be done to address this issue?
- Identify the impact that cost is having on access to care. How does access to health care today compare to 10 years ago? Can providers refuse care to those with certain payment methods such as Medicaid? Do you believe that we will have universal access to health care in the future?
- Discuss the issue of providing quality care. How much of a factor is cost in determining quality of care? What does the future of health care look like with regard to quality?
Two references (minimum) in addition to your textbook are required for this assignment.

Free market health care is a term used to define the choice a person has to buy insurance from anyone they please, regardless of state or employment . It is sold without government regulations, control, oversight or licensing. If you are paying for a service, shouldn’t you have the right to choose who you are purchasing that service from ? Why should government have a say in where and who you can buy your insurance from? In the State of North Carolina, we operate under a regulatory committee called the Certificate of Need (CON). According to the National Conference of State Legislature, the CON , is a program aimed at restraining health care facility cost and allowing coordinated planning of new services and construction. In North Carolina the state can’t dictate where you can build, what services you can offer and if they are valid. Often the biggest barriers to accessing healthcare are cost and location. Lower income individuals just do not have the resources to have optimal healthcare, or cannot take the time away from employment to deal with health issues. One potential solution to help with these problems could be “telehealth.” Telehealth allows a lower level healthcare practitioner to communicate with a physician or specialists when necessary. Remote rural areas use a Physician Assistant or a Nurse Practitioner on location in remote areas. When procedures call for a physician, an internet or satellite link provides a teleconference with a physician who can prescribe appropriate treatment (Gangon, Duplantie, Fortin & Landry 2006). This could be implemented in lower income urban areas, allowing free clinics to lower costs, and require fewer physicians.
Programs that increase the level of healthcare available to school children could be increased. Small clinics could be incorporated into schools, and provide basic care to the students. Schools are known to be places the diseases are spread. Such a program could slow or stop some transmission. Children also spend more time in school than at home, allowing children to seek care and not be required to miss school, or parents to miss employment. This program would also provide more equal care among different income groups (Allison, et. al, 2007).
