The Crisis Exception

Theme: The Crisis Exception
As we have seen in The Covenant on Civil and Political Rights, there are, in fact, situations where respect for Human Rights (and the obligation of the nation-states to uphold them) can be officially suspended.  These situations can be broadly understood crises of one or another type (whether environmental, economic, or political). 

For this Response Paper, I would like for you to consider the possibility of the crisis exception being abused by state actors who would put power or security above Human Rights.  What crisis situation can you imagine as the pretense for suspending Human Rights, and which rights would be most vulnerable to abuse?
