42836The ethics of dissent can’t be discussed without introducing you to Rosemary O’Leary. She wrote the book “The Ethics of Dissent: Managing Guerilla Government.” Please view her presentation at Florida State University in 2015. What does she mean by Guerilla Government? Is that behavior ethical or insubordinate between civil servants and political appointees? Can you think of a current situation that exemplifies this concept?
