Individual Report
You work for the largest hospital in your assigned county. Orders have come from above that your hospital needs to pick a type of avoidable admission to target for reduction as various payers have been suggesting that they will penalize your hospital for such admissions. You are told to use county-level (i.e., not hospital-level) BRHPC data from 2008-2019 to inform your choice. Your report will be read closely by the hospital administration and their view of its quality will be used to determine your continued employment.
You are given the following prevention quality indicators (PQIs) to choose from:
1 & 3 combined ? Short-term & long-term diabetes complications
5 ? Chronic obstructive pulmonary disease
8 ? Congestive heart failure
11 ? Bacterial pneumonia
12 ? Urinary infections
15 ? Adult asthma
You should assume that your audience is somewhat familiar with PQIs, but not perfectly knowledgeable. Your data should be limited to Florida residents and be based on your assigned countys residents who are discharged from hospitals in your assigned county.
You are to employ techniques that we cover in the course. For instance, you should follow the general approaches we discussed regarding presenting data in tables and charts. You should also utilize pivot tables and/or charts in steps 3, 4, and 6 below. In addition to submitting a Word document that contains your text and charts, you will also submit an Excel file that contains the supporting data analysis.
You will submit the project in two increments. The first will comprise Sections 2-5 and is due on March 28, while the remaining sections are due on April 18. For each submission, you should include both the relevant Word and Excel files. (Your grade will be reduced by two points if an Excel file is not included.) For the second submission, please include the parts of the Word document included in your first submission (you do not have to make any corrections to those parts).
While the grading criteria are described in the assignments in Canvas, my general approach will be to assess how well your analysis would persuade executives at your hospital to target the PQI you have chosen. (I obviously will not penalize you if the choice is unclear.) Your focus should be on reporting results rather than hypothesizing the underlying causes for the values you observe. In addition to utilizing the appropriate quantitative analysis, you will be graded on succinctly you present your case both in terms of text and tables/charts.
Be sure to follow the suggested number of paragraphs and exhibits shown for each part. Label each section of your report. You will be graded partly on the formatting of your report and the items therein. You should use units of measurement that allow for uncluttered tables and charts.
You are not to receive outside assistance beyond general guidance on data analysis and reporting.
Your analysis should be comprised of the following parts:
Executive Summary. (Keep in mind that some readers will not read beyond this.)

Provide background information on your county as it pertains to your analysis. The background information should be general and not based on BRHPC data.
(2 points) (1-2 paragraphs)
Summarize PQI rates for your county for 2008-2019. Pay special attention to differences across PQI levels and trends.
(3 points) (1-2 paragraphs; 1 chart)
Determine the PQI to target.
In this section you will present and defend your choice of PQI to target. You should consider relative PQI rates and any trends. You should also factor into your choice comparisons to the five counties geographically close to yours, a single county (of your choosing) in a different part of the state, and state or national benchmarks. (The benchmark(s) should come from sources other than the BRHPC.)

Provide background information on the condition measured by the targeted PQI. You should attempt to obtain information from a variety of sources. Also carefully describe how your PQI is calculated.

Analyze data for the targeted PQI for the following demographic subgroups: gender, race (specifically, white, black, and Hispanic), and age.
(3 points) (2-3 paragraphs; 1-3 exhibits)
Analyze data for the targeted PQI by zip code.
You should first analyze the variation in your PQI rate by zip code.
Then, compare the 2019 rates to an external (i.e., from outside the BRHPC dataset) variable that is also measured at the zip code level. While there should be a logical rationale for the variable that you choose, my primary goal is for you to demonstrate that you can obtain a zip code level dataset, that you can merge those data w/ your BRHPC data, and that you can correctly assess how your PQI rates & the external variable are related to each other. I dont want you to focus on is in finding an ideal variable. You also do not have to find a variable that is also based on 2019. My grading on this part of the project will focus very little on whether your external variable provides deep insight into your chosen PQI.

Forecast the overall rate for the targeted PQI for your county for the next five years based on data for the previous twelve years using a linear time function.

In Tableau, create a dashboard and post to Tableau Public. The dashboard should focus on 2008-2019 data for the targeted PQI and allow for analysis by demographic subgroup. You should display data for the PQI rates. (You do not need to display data by zip code.) Provide the URL to your dashboard at the end of your document. (3 points)

While it is important that you cite all references, the precise reference style you employ is not. You should ensure that the reader can clearly identify instances where you are referring to external sources and be able to locate the information source.
Group Presentation
You will be assigned to regions based on the geographic location of your assigned county. With your classmates in that region, you will make a 10-minute presentation where you will advocate for a PQI to target region-wide. While you do not have to perform any additional calculations for this aspect of the project, you are welcome to do so if helpful. Your presentation should address the same issues as your individual projects. A key aspect of your grade will be how well you summarize the findings across the counties in your region and make the case for the PQI that you advocate. It is perfectly fine to highlight other PQIs that you think are worthy of consideration.
