Good morning Professor and classmates,

In the reading Mr. Clapper does state that he believes, and the evidence supporst that the smaller attacks are the ones they are most focused on. They aren’t the ones that everyone hears about when they happen though, it seems like every year we hear about some large corporation suffering some attack that took thousands of important files or a medical company was attacked and lost hundreds of thousands of patient data. But we don’t often hear about the small attacks. My first guess is they aren’t as news worthy, but beyond that they should be because of how many a place can suffer.

One of the main ways that companies in the private sector can get help from the federal government with cybersecurity is through the NIST frameworks. This is a great way that the government has put in place a set standard of principles that must be met in order to be certified. And by being certified it means that the company has met that standard, and is secure up to the government standpoint. One part in particular that was vulnerable was the nations infrastructure, and with Executive Order 13636 the federal government put special emphasis on allocating time and resources to securing these privately owned companies.

It no doubt that cyber threat is the number threat facing the country right now. According to statistics cybercrime would cost as much as $6 trillion annually by 2021, even experts believe that the cost of cybercrimes would exceed the annual cost for natural disasters by 2021. It is also in record that 43% of all cybercrimes affected small business, 69% of these attacks were perpetuated by outsiders, 34% by internal actors, 5% by featured multiples parties and 2% were involved partners (2019 Data Breach Investigations Report).

The lack of resources to fully defend the private sector by the government is crucial in the role of cybersecurity. These lack of resources steams from the levels of authority responding to these threats, mitigating factors, and governmental resources to defend the private sector from digital threats. According to a report form the GW Center for Cyber and Homeland Security (2016) it was recommended that to ensure public-private coordination or collaborations there should develop procedures for active defense measures, secondly, amending the Computer Fraud and Abuse Act and also the Cybersecurity Act of 2015 to allow low and medium scaled impact defense measures and lastly, developing operational templates on risk assessment, industry standards and best practices to broaden cyber strategy and incident response protocols.
