During this pandemic we have seen some challenges related to the scarcity of resources (PPE, ventilators, etc.). We are fortunately in the U.S. health care system that these situations are rare and most people facing live-threatening illnesses or injuries receive the care they need. But during public health crises, mass casualty incidents, and daily situations in other parts of the world leave resources limited or unavailable. 

1) What is your general reaction to the state’s guide to scarce resources?

2) What flaws or concerns exist in the plan? If you see no flaws, what parts do you find most difficult to implement?

3) In many parts of the world limited resources require daily decisions about who gets what medical care. Do you think this plan could be used to address daily scarcity issues? Why or why not?

4) Do you see a correlation between this issue and the conversation about the distribution of organs for transplantation? How? Should they be treated similarly? Why or why not? 

5) Do you see any issues in our health care system where individuals may not have access to medical care but you believe they should?
