Fleet and Family Support Center (FFSC) Counseling Services
FFSC Vision: To provide superior programs and services that enhance fleet and family readiness and resiliency in order to meet the unique challenges of military life.
FFSC Mission Statement: Empower individuals, families and units to strengthen their resiliency by providing optimized fleet and family programs and services at the right time and place.
FFSC Counseling Services Population: Active duty and dependents, active reservists. Veterans and intimate partners can be seen by a FAP VA (Military Liaison) at Family Justice Center (FJC).

- Program Components
At FFSC Counseling Services Family Advocacy Program (FAP) our program works to reduce and eliminate child and domestic abuse. Governing instructions emphasize a collaborative approach to a strong working partnership among FFSC, Commands, military and civilian investigative, medical and legal entities. The FAP goal is to eliminate abusive behavior that occurs between spouse/intimate partners or within families through identification, awareness, intervention and treatment.

- Role and Experience
Victim Advocate; The FAP VA’s role is to provide comprehensive assistance and liaison to and for victims of intimate partner violence and non-offending parents of child abuse victims within FAP. To do so effectively, FAP VA’s must demonstrate a certain level of training and experience in working with families who are dealing with domestic abuse. Per DoDM 6400.01 all advocates must have a bachelor’s degree in social work, sociology, psychology, criminal justice or related social or behaviors science fiend from an accredited university or college. The OPM allows education to be substituted with a combination of education and experience in some cases. In addition, DoDM 6400.01 mandates that an application must also have a minimum of two years’ experience providing advocacy services to victims of domestic violence or sexual assault. FAP VA’s must already have or be able to obtain within a six-month time of hire the National Advocate Credentialing Program credential with every two years obtaining CEU’s to keep that credential current. FAP VA program and goals NAVINST 1752.2B: prevention, safety and support, rehabilitative intervention and command offender accountability. Responsibilities of FAP VA DoDI 6400.06; advocacy to individual victims, FAP meetings, systems advocacy, education/training and public awareness and group facilitation. FAP VA’s are mandated reports and these mandates and confidentiality requirements are provided to the individual the FAP VA is working with upon introduction and throughout services as needed.
- Personal and Professional Impacts
I am grateful that I am able to do this work and the Navy has a space for not only an intervention and treatment model but also awareness and prevention. I have worked in the field of advocacy, prevention, intervention and treatment for 10 years both in the non-profit and government sectors and feel confident in the work that FAP and the Navy is doing to reduce and eliminate intimate partner and child abuse. It is imperative that we continue to make collaborative efforts with Commands, community partners and the courts to hold offenders accountable and offer viable treatment options so that they too can move forward in a healthy manner, regardless if it is with their family members whom have endured the abuse. While working in such a field it is so vital that you have supportive colleagues to process, case staff, and collaborate with. I am surrounded by intelligent, compassionate, treatment focused individuals who see that domestic violence isn’t something people generally choose to do by saying, “I’m going to abuse my spouse today”. Studies show that people who have undergone trauma, people who have been exposed to violence and grew up with the mindset that only the strong survive as they relate that to violence will continue that cycle without ever being taught or fully understanding that abusing your partner and your children is not okay. What we find is that the acts of domestic violence are learned behaviors and thankfully the Navy and many community agencies offer treatment methods of how to better cope with situations, how to regulate emotions and express them in a healthier way, how to be able to stand up for what you believe in without using acts of violence against your family and have equality in a relationship. I see justice working daily in both small and large ways, and ultimately me having even a small part in one’s journey by supporting, advocating and empowering them to essentially become (more) self-sufficient, make decisions on their own and see that they are strong capable individuals is why I do the work I do.
