Performance management is a systematic process that entails coming up with different ways to ensure that healthcare organizations practice the aspect of performance in ways that can promote improving performance through meeting different standards. In this case, planning and implementing the said plans is important (Shi & Johnson, 2021). It is important to note that performance management consists of different objectives, including coming up with clear goals specific to the needs of these healthcare institutions, progress tracking, team aspects such as communication in teams, and performance improvement. The elements present in performance management include performance standards, performance measures, reporting progress, and quality improvement processes (Shi & Johnson, 2021). Using such elements, it can be possible to come up with ways of managing performance when it comes to different considerations.
Performance Measure vs. Performance Standard
A performance measure is a quantitative or qualitative indicator used to assess whether a given goal has been realized in foreseen or expected ways. A good example is counting the number of patients who receive a vaccine every hour to gauge the performance of an effort to reduce the number of people who are not vaccinated. On the other hand, performance standards refer to those aspects that are already established and which are considered elements that showcase the success or failure of different efforts that are related to performance. A good example is a standard that demands that for a venture to vaccinate people to be successful, it must reach 70% of the population within the first three weeks of the project. In such a case, these two differ in that performance standards are reference points while performance measures are actual values regarding performance.
Role of Accreditation
Accreditations can play an essential role in improving performance in health departments. This is because, through accreditation, there is the creation of room for assessment and evaluation, which allows healthcare departments to focus on continuous improvement. Accreditation is also an element that can be used in promoting the idea of accountability, given that each department must be accountable for its practice (Shi & Johnson, 2021). This implies that each department must meet some given performance standard, which in turn promotes the aspect of performance in health departments.
Tools of Managing Performance Challenges
There are different tools that can be used in relation to performance management that health leaders and managers can use to address performance challenges at the different levels of the public health system. These challenges can be at levels such as, the performance of individuals, programs, agencies, inter-organizational collaborations, and the system-wide enterprise itself. One of the tools that is suitable for such is quality improvement frameworks such as Six Sigma. One other approach that may be used as a tool includes strategic planning, where long-term goals are put in place to align with the needs of organizational goals.

Performance management and its elements
The goal of performance management, a planned and integrated approach, is to help businesses succeed over the long term by enhancing member performance and building team and individual contributor capabilities. Setting and defining expectations, coordinating goals, providing regular performance feedback, recording employee performance, and fostering skill development are all crucial components of performance management. When these elements are implemented well, they guarantee that employees contribute to the company’s common goals, creating a peaceful and efficient atmosphere (Shi & Johnson 2021, p.341).
How is performance measure different from a performance standard?
In performance management, performance standards and measures have different functions, even though they are related. A performance measure measures an organization’s actions, performance, and behavior. It offers information for comprehending and monitoring the procedure, result, or output. It may show, for example, how rapidly a customer service department handles customer complaints. On the other hand, an individual or organization’s expected performance level is known as a performance standard. Using the earlier example, a performance requirement can state that all client complaints must be handled in a day. A performance standard supplies a benchmark against which the data from a performance measure can be assessed. (Shi & Johnson 2021, p.350-351).
Role of Accreditations in Improving Performance in Health Departments
A critical factor in improving performance in health departments is accreditation. Health departments ensure they maintain a high standard of quality and professionalism in their operations by following the guidelines established by accrediting agencies. A detailed examination of services, policies, and results is part of these accreditation procedures, ensuring the health department meets or surpasses set standards. A health department’s dedication to quality is further demonstrated by accreditation, which increases public confidence. Accreditation methods require constant improvement, which guarantees that health departments are constantly looking to raise the bar on their care and service standards (Shi & Johnson 2021, p.351)
Tools for Addressing Performance Challenges in Public Health
Many tools are needed to address performance issues in the complex public health system. The Balanced Scorecard is an effective tool for public health managers and leaders as it converts an organization’s goals and objectives into a wide range of performance metrics. These metrics offer input on internal and external operations to continuously enhance strategic performance and outcomes. Key Performance Indicators (KPIs) can be employed to assess the effectiveness of initiatives. Moreover, these KPIs may be tracked in real-time with performance dashboards, which provide quick insights. To help in decision-making, methods such as SWOT analysis can identify strengths, weaknesses, opportunities, and threats, facilitating better decision-making. Tools such as 360-degree feedback help improve individual performance since they offer a thorough understanding of an individual’s performance from multiple angles. Inter-agency collaborations, for example, are collaborative instruments that can help integrate best practices from different organizations, improving performance throughout the public health system (Noorihekmat et al., 2020).
