Week Three – Discussion One: Intelligence Dissemination
On page 69 of your text book, Carter (2009) writes:
“An intelligence product has virtually no value unless the system is able to get the right information to the right people at time frame provides value to the report’s content. Dissemination – or information sharing – seeks to accomplish this goal.”
Take a few moments to examine the process of disseminating finished intelligence to a variety of consumers. As you consider this process, remember there is often a need to restrict information dissemination and narrow the scope of people who have access to finished products. This concept, commonly referred to as “right to know and need to know” is a fundamental component of the intelligence community and serves as a means to protect information of all classification levels.
As you examine the concept of restricted dissemination, answer the following questions. What determines who needs to know and has a right to know specific information? Are there any risks of restricting intelligence dissemination and, if so, what are they? Are there any risks in allowing widespread access to intelligence and, if so, what are they?
