The Treaty of Versailles, signed in 1919 to officially end World War I, imposed harsh penalties on Germany, including significant territorial losses, disarmament, and reparations payments. This treaty, along with other factors such as economic instability, contributed to the rise of fascism, militarism, and imperialism in Europe, particularly in Germany and Italy. These ideologies sought to address the perceived injustices of the Treaty of Versailles, regain lost territories, and assert nationalistic dominance.

The United States’ foreign policy during the 1930s was primarily characterized by isolationism, a policy of non-intervention in European affairs. This stance was influenced by a desire to avoid being drawn into another European conflict and to focus on domestic issues during the Great Depression. However, this isolationist approach also had unintended consequences that may have indirectly contributed to the outbreak of World War II.

One key aspect of U.S. foreign policy during the 1930s was the passage of neutrality laws, such as the Neutrality Acts of 1935, 1936, and 1937. These laws aimed to prevent the United States from becoming entangled in foreign conflicts by prohibiting arms sales to belligerent nations and implementing a policy of cash-and-carry for non-military goods. The complex web of factors contributing to the conflict, including deep-seated nationalism, economic instability, and unresolved grievances from World War I, made it difficult for any one nation to prevent its occurrence. However, the United States could have potentially taken a more proactive role in promoting collective security and deterrence against aggression through stronger diplomatic and economic engagement with European allies, as well as a more assertive stance against fascist expansionism.
