· Explain how your colleague’s difference between policy expectation and outcome could have been more rational.
RESPONSE 1
The policy implementation situation I’ve chosen to examine is The Family Education Rights & Privacy Act (FERPA). The Act was established in1974 and is a law within the U.S. that governs the access to educational information and records by public entities which can be identified as potential employees, publicly funded education institutions, and foreign governments. The Family Education Rights & Privacy Act affects all public and private elementary, secondary, or post secondary school.

My expectations for how an existing policy should have addressed the situation would be safeguarding the students, also to protect the confidentiality of the information and also to notify parents of their rights more frequently instead of just on an annual basis. The four main requirements that remain in effect as of now would be 1)annual notification 2)access to education records 3)amendment of education records 4) disclosure of education records

Existing policies and politics did function to address the FERPA by establishing policies and procedure, staying consistent with the Act and other state confidentiality, practicing promising and providing personal protections.
RESPONSE2
Summarize the policy implementation situation you have chosen to examine. (Provide references to news stories describing the situation, if applicable.)
The policy implementation that I chose to examine is the medicaid and medicare act of 1965 and how to increase benefits under the Old-Age, Survivors, and Disability Insurance System, to provide a hospital insurance program for the elderly under the Social Security Act with a supplemental health benefits program and an expanded medical assistance program.
Describe your expectations for how an existing policy should have addressed the situation.
Expectations for how existing policies should have addressed the situation are states should have developed plans for how they will approach continuous enrollment provisions and feedback. Timely data on enrollments and other useful monitoring to decide who is eligible and how they qualify.
Explain how existing policies and politics actually functioned or did not function to address the situation.
The medicaid and medicare act does function to address the situation but maybe not as quickly as residents may need it because a lot factors into qualifying. You must be a resident of the state as well as comply with other requirements (such income and resource requirements) in order to be eligible. If you have enough resources according to your state’s requirements but your income is too high, you can be eligible for Medicaid. Some states permit you to “spend down” the portion of your income that is in excess of the Medicaid ceiling for the state. To do this, you must pay for uninsured medical costs as well as cost-sharing obligations (such as premiums and deductibles) up until your income reaches the Medicaid eligibility threshold. Call your state’s Medicaid office and ask about medical assistance for those with limited resources to learn more.
